This position provides legal advice to County officials on matters involving the County's Health and Human Services Agency (HHSA). HHSA is one of the largest integrated agencies of its kind in the United States. Attorneys in this position are part of a dedicated team that provides a broad range of legal advice to the Public Health Officer, Behavioral Health Services, Equitable Communities and Homeless Solutions, Housing and Community Development, Aging and Independence Services, Child Welfare Services, Eligibility Operations, Public Conservator, a free-standing psychiatric hospital, and a distinct-part skilled nursing facility. Attorneys will advise on federal, state and local laws and regulations relevant to HHSA, including contracting and privacy laws. Attorneys may also advise local legislative bodies, and draft County ordinances and resolutions.

HIRING TIMELINE & DATES

The timeline for this recruitment is outlined below.

* Job Offer and Background Process begins: Shortly after the interviews. Note: Current County employees may be excluded from additional background screening.
* Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
* Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

CONDITION OF EMPLOYMENT:

As part of the County of San Diego's pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.

MINIMUM QUALIFICATIONS

Must be an active member in good standing with the State Bar of California. To be considered for this position, please provide your CA Bar number or attach a copy of your California Bar Card to your application.

Desirable experience includes an understanding of the structure of federal, state and county government, knowledge of general principles of contracting law, experience drafting contracts, interpreting statutes and regulations, and drafting legislation.

A valid California Class C driver's license, which must be maintained throughout employment in this class, is required at time of appointment, or the ability to arrange necessary and timely transportation for field travel. Employees in this class may be required to use their own vehicle.

Must have a reputation for honesty and trustworthiness. Misdemeanor and/or felony convictions may be disqualifying depending on type, number, severity, and recency. Prior to appointment, candidates will be subject to a background investigation.

EVALUATION

Qualified applicants will be placed on a six (6) month employment list based on scores received during the evaluation of information contained in their employment application and supplemental application questionnaire.
