Position Summary

The Regional Ombudsman functions under close supervision, acting as the primary representative of and advocate for long-term care consumers for an assigned region of the state under the supervision of the Assistant Ombudsman Services Supervisor at The Board on Aging and Long Term Care (BOALTC).

Core responsibilities include:

* Conduct professional investigations of complaints pursuant to the Federal Older Americans Act (OAA); sec. 712, related to the care and treatment of individuals residing in long term care facilities (nursing homes, community-based residential facilities, adult family homes, residential care apartment complexes).
* Conduct professional investigations of complaints related to services provided to older adults under the Family Care/PACE/Partnership, MA waiver programs.
* Participate in Title XVIII and Title XIX certification surveys, as specified by federal law.
* Provide representation of clients at hearings and appeals of long-term care services before the Office of Administrative Hearings and before other appropriate bodies.
* Provides education, information, outreach and technical assistance to adults age 60 and older, their families/ significant others, and providers.

This position is in a satellite office and is responsible for their own administrative and operational support without onsite technical or supervisory staff. The position requires the ability to self-prioritize, make appropriate and timely referrals, document work and manage time while responding to every request for assistance. This position requires frequent travel. The candidate hired into this position will be assigned to work within a specific territory and will have their home designated as their headquarters city.

Salary Information

The hourly rate for this position will be $26.79 per hour, plus excellent benefits. This classification is assigned to pay schedule/range 12-64. This position is not exempt from the overtime provisions of the Fair Labor Standards Act (FLSA). A 12-month probationary period will be required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Persons hired for this position may not, for reasons of conflict of interest, perform any paid or voluntary work for any long-term care or acute care provider.

Due to the nature of the position, BOALTC will conduct background checks on applicants prior to selection. BOALTC does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

These positions involve regular and frequent travel. The selected candidate must live near, be willing to move, or currently live within one of the service areas and be able to obtain reliable transportation on a consistent basis. Evidence of auto insurance must be obtained prior to the selected candidate's start date if using a personal vehicle for work. The incumbent will be required to possess a valid Wisconsin driver license that meets the State's Risk Management requirements to use fleet vehicles.

Qualifications

Qualified applicants will have education, training, or experience:

* Working with clients in managed long-term care programs, and the associated state and federal laws, state administrative rules and contracts, administrative code, or similar
* Conducting complaint investigations regarding long-term care settings (nursing homes, assisted living communities, etc.) or programs (e.g. interviewing parties, on-site visits, reviewing documents, conducting research, or similar).

In addition, well-qualified applicants will have education, training, or experience with:

* Appeals and fair hearing processes related to long-term care programs and services
* Referral sources including but not limited to: Community I-Teams, Dementia supports, mental health resources, Aging and Disability Resource Centers, Department of Health Services
