  • In accordance with 49 CFR 391.23, a Motor Vehicle Report covering the previous three years will be obtained for the purpose of investigating the applicant's driving history.
  • As a CDL driver, the employee will be required to comply with all provisions of DOT Regulation 49 CFR Parts 40 and 382, including random drug and alcohol testing.
  • Possession of a valid Oklahoma Class B CDL driver's license without an airbrake restriction and with an acceptable driving record.
POSITION PURPOSE: To provide quality of life to Enid residents through the efficient removal of waste refuse from residential locations as designated by established routes along city streets.

ESSENTIAL FUNCTIONS AND BASIC DUTIES
  • Drive trucks along established routes defined by a pre-established boundary area of residential streets.
  • Serve as lead worker; responsible for the oversight of one or two collectors to ensure compliance with the City of Enid procedures and safety policies and prompt reporting of accidents, injuries, incidents, etc.
  • Periodically operate levers that compress collected refuse.
  • Direct and assist collector in loading and unloading truck manually.
  • Drive to disposal sites and assist collectors to empty trucks that have been filled and use shovel to clean out debris behind blade.
  • Communicate by radio with dispatchers concerning delays, unsafe sites, accidents, equipment breakdowns, and other maintenance problems.
  • Perform pre- and post-shift inspection of vehicle. Check oil, grease mechanisms, and wash and fuel vehicle.
  • Clean, inspect, and service trucks and compactor bodies after routes have been completed. Fill out required reports for defective equipment or vehicular damage.
  • Keep records of mileage, hours, etc.
  • Refer customer complaints or questions to Public Services and report problems to supervisor.
  • Operate other specialized equipment to include clam shell, boom truck, and roll off truck as needed.
  • Provide assistance to other departments as needed.
  • Perform other duties as required.

  • Waste refuse is picked up in a timely, efficient and safe manner.
  • Knowledge of route is demonstrated.
  • The Collection vehicle is clean and well maintained.
  • Employee understands and adheres to applicable safety policies.
  • Effective working relations exist with co-workers, supervisors and other City personnel.
  • New employees are assisted.
  • The City's professional reputation is maintained.
DISTINGUISHING FEATURES

This position is primarily responsible for operating a collection truck along residential routes and serving as lead worker of a crew of 2 collectors. This position is distinguished from a Commercial Operator position by works and hours as well as vehicle size and the degree of difficulty and driving skill required. This position generally advances to a commercial operator and may occasionally assume this responsibility.

QUALIFICATIONS

EDUCATION/EXPERIENCE:

High school diploma or equivalent preferred. Six months previous truck or equipment driving experience is preferred.

CERTIFICATES/LICENSES:

Possession of a valid Oklahoma Class B CDL upon hire with an acceptable driving record.

Completion of Solid Waste Defensive Driving (within one year).

REQUIRED KNOWLEDGE:

Mechanical: Knowledge of motor vehicles including air brakes and hydraulics.

Specialized: General comprehension of ordinances regulating refuse disposal. General working knowledge of residential streets.

SKILLS/ABILITIES:

Ability to identify hazardous materials.

Accurate and attentive to detail.

Ability to assist and support others.

Intermediate ability to operate packer, front-end load, roll off, and boom trucks as well as other trucks and sanitation equipment as necessary.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

FINGER DEXTERITY:

Manual dexterity sufficient to reach/handle items, work with fingers, and perceive attributes of objects and materials.

VISUAL ABILITIES:

Normal vision, with or without corrective lenses, distance vision, color vision, peripheral vision, and ability to adjust focus and judge distances.

PHYSICAL STRENGTH:

PDC Level: Very Heavy Employee lifts/carries 50 lbs. occasionally (less than 33% of the time or 1-100 times a day). Requires a push/pull exertion of force of 100 lbs occasionally. Very heavy physical activity required performing strenuous daily activities. Frequent stepping up and down; bending and stooping, balancing; and carrying and lifting weigh over distance. Periodic shoveling. Prolonged sitting while operating vehicle.

LANGUAGE/COMPREHENSION:

Ability to read and comprehend simple instructions, short correspondence and memos.

Ability to write simple correspondence.

REASONING ABILITY:

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.

Ability to deal with problems involving several concrete variables in standardized situations.

MATHEMATICS ABILITY:

Ability to perform very basic math skills including adding and subtracting two-digit numbers, multiplying and dividing with 10's and 100's.

Ability to perform these operations using units of money and weight or distance measurement.

WORK SCHEDULE/HOURS:

Variable - 7:30a.m. until route completion.

Residential routes: Ten hour shifts Mon., Tues., Thurs., Fri. & as needed.

Overtime, weekend work, and holidays as needed.

Attendance at safety meetings.

Other: Variable lunch break in coordination with co-workers and route locations.

WORK CONDITIONS:

Outdoors, but in an enclosed vehicle with periodic exposure to weather conditions (rain, heat, snow, wind, etc.) and extremes in temperature.

NOISE LEVEL:

Loud. Hearing protection as required.

OTHER WORK CONDITIONS:

Work near moving mechanical parts.

Work in limited volume traffic areas.

Limited exposure to noxious odors, airborne particles, needles, chemicals, sharp objects, etc.

ADVANCEMENT CRITERIA

INTERMEDIATE:

4-6 years related work experience.

Advanced ability to work numerous residential routes.

Cross training on commercial route, with proficient knowledge

of at least one commercial route.

Proficient ability to operate commercial vehicles.

Valid CPR certification.

ADVANCED:

7+ years related work experience.

Ability to work all residential and several commercial routes.

Advanced operation of all commercial vehicles, boom truck, roll off, and front loaders.

Ability to train drivers.
