Job Summary

Patrol

Responsible for performing law enforcement work in order to preserve public peace, to protect lives, property and rights of the public, and to enforce statutory law and municipal ordinances.

Jail

Responsible for providing law enforcement services to the jail to preserve public peace, protect lives, and rights of the public. Supervises inmates and oversees the safety of the jail population and anyone visiting the jail. Trains staff in essential job duties.

Job Functions

PATROL

ESSENTIAL JOB FUNCTIONS

* Patrols County streets, highways, and neighborhoods to deter crime or apprehend and/or arrest violators or suspects; responding to calls for law enforcement assistance; investigating traffic accidents and enforcing traffic regulations; and gathering information for criminal investigations
* Serves a wide range of civil papers/documents including warrants, subpoenas, summons, garnishments, etc.
* Monitors radio calls; communicates with radio dispatcher; responds to complaints, reports of criminal events, requests for law enforcement assistance and to reported domestic or public disputes; inspects troublesome areas and checks security of business establishments
* Supervises all subordinate deputies
* Respond to emergency medical calls and assist citizens until EMS can arrive
* Respond to mental health crisis calls and utilize verbal communications (CIT) with ranging ages of citizens
* Jail transports, assists with transports for other deputies when there are multiple arrests at a scene

NON-ESSENTIAL JOB FUNCTIONS

* Presents evidence, serves as a witness, and testifies in court; provides courtroom security as assigned
* Directs traffic for funerals and other public gatherings; directs traffic around schools as assigned
* Performs rescue functions at accidents, emergency scenes and disaster areas
* Completes and/or reviews paperwork documenting shift activities, offenses and incidents, victim and suspect statements and other related information
* Assists other law enforcement personnel and public service agencies
* Engages in public relations and community service activities and events to promote a positive image for the Department and to build cooperative and collaborative relationships with the community

JAIL

ESSENTIAL JOB FUNCTIONS

* Ensures the activities of the jail are conducted in an orderly fashion and that inmates in the jail behave appropriately; Deputy takes appropriate action with inmates who become disruptive to other inmates and staff
* Deputy participation involves, but is not limited to: booking and releasing inmates, maintaining security of the facility, escorting inmates within and /or outside the secure confines of the jail
* Monitor activity of the inmates, inspecting cells, and reporting infractions accordingly
* Serves as FTO, Firearms Instructor, Defense Tactics Instructor, Taser Instructor, and other general classes helping the jail to operate effectively

NON-ESSENTIAL JOB FUNCTIONS

* Assists deputies in all phases of work as staffing levels and workloads dictate; Engages in serving a wide range of civil process documents and other legal service
* Ensures all Office services, programs and activities comply with Office, local, state, and federal regulations.
* Reviews and analyzes reports prepared by subordinates; identifies trends and issues which need further attention; identifies possible complaints; identifies and implements procedures to minimize complaints and improve effectiveness
* Conducts searches of the jail; and removes any illegal materials, weapons, etc. to ensure safety of all those who are in and around the jail; presents evidence, serves as a witness and testifies in court
* Informs first line supervisors of issues needing attention, needed resources, employee incidents, etc.
* Efficiently and accurately complete jail paperwork including but not limited to booking, incident reports, medication, etc.
* Assists with coordination for transportation and movement of inmates to and from court and other facilities

Qualifications

Education and Experience:

Education equivalent to a high school diploma and completion of a law enforcement academy.

Special Qualifications:

Must pass the State Basic Law Enforcement test and maintain DCJS certification and firearms usage. Must pass a mandated physical examination. Must not be a convicted criminal. Must pass a background investigation. Must possess a valid Virginia driver's license.

Knowledge, Skills, and Abilities:

* Has knowledge of the principles and practices of law enforcement work and the investigation of criminal and civil cases
* Has knowledge of departmental policies and procedures; has knowledge of techniques for investigating criminal cases and illegal activities and enforcing applicable laws
* Employee must exercise tact, courtesy, and firmness with the general public
* Has knowledge of local, State and federal laws relative to civil and criminal processes
* Has knowledge of streets, roads, highways, and the geographic and socioeconomic characteristics of the county
* Clearly understands the occupational hazards and safety precautions required to perform the essential function of the work
* Has working knowledge of terminology and related professional languages used within the office as such pertains to work responsibilities
* Has the ability to utilize a variety of advisory data and information, such as laws, regulations, ordinances, policies, and procedures
* Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with whom the position interacts; is skilled in the use of firearms and other law enforcement equipment
* Is able to exercise sound judgment in emergency and routine situations and to adopt quick, effective and reasonable courses of action
* Is able to apply interpretation of laws to specific situations; is able to prepare clear and concise reports
* Is able to present court testimony effectively; has working knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position
* Has a clear and comprehensive understanding of policies regarding functions and the function of the organization; adheres to all policies in the discharge of duties and responsibilities
* Has the ability to apply principles of persuasion and or influence
* Requires the ability to perform skilled coordinated movements, such as operating a police vehicle, firearms, and other law enforcement equipment
* Performs essential functions and related assignments efficiently in a manner to produce a quantity of work which meets established standards and expectations

Working Conditions & Disclaimer

PHYSICAL DEMANDS

This position classifies the physical exertion requirements as heavy. Duties may involve running or physical confrontations when apprehending suspects, preventing crime, and/or resolving domestic or public disputes, and may involve moving objects in excess of 100 lbs. May be required to work in stressful and sometimes life-threatening conditions. May be exposed to infectious diseases. Must be able to operate a motor vehicle under normal and emergency conditions and work in adverse weather. Must have the ability to perform skilled coordinated movements, firearms, and other law enforcement equipment. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odors, and textures. Some tasks require oral communications ability. Some tasks require visual perception and discrimination.

WORK ENVIRONMENT

Work is performed in any environment needed for the purpose of public peace, protecting lives, property, and rights of the public, and enforcing statutory law and municipal ordinances. Must be able to work flexible shift hours and overtime.
