Clearance: TS/SCI w/FSP

The Sponsor has multiple application teams supporting a portfolio which is the central repository for all Sponsors created applications. The Sponsor provides state of the art systems on cloud, physical systems and applications based on products such as AWS, Oracle, SharePoint, and other web-based solutions. The Sponsor requires support specializing in data architecture to develop data solutions to ensure the Sponsors information is stored effectively and securely, system requirements are analyzed, and implement migration methods for existing data. The portfolio contains but is not a complete list of the following: A custom production application that has a central repository for the search and discovery of internal document sensitive data and associated artifacts. A custom production application which provides workflow and research with the ability to review, disposition, build a profile and update or nominate candidates to other Partner organizations. A targeting and knowledge management tool which stores products in a centralized repository making it easy for search and discovery.

The Data Scientist shall develop data and metadata policies and procedures for structural design and development to build, maintain and leverage the data model, ensuring integration with corporate data standards The Data Scientist shall monitor industry trends and directions in database technology and tools. The Data Scientist shall develop and present substantive technical recommendations to the Sponsor. The Data Scientist shall oversee the design, evaluation, selection, implementation and support of major databases and metadata structures. The Data Scientist shall review and evaluate database performance and risk and financial analysis feasibility studies. The Data Scientist shall oversee the strategic structural design and development of databases and metadata. The Data Scientist shall provide technical direction to the maintenance of major existing databases supporting evolving applications and business processes. The Data Scientist shall provide comprehensive assessments of the technical characteristics of proposals and alternatives considered to optimize database performance. The Data Scientist shall provide extensive technical, strategic advice and guidance in the creation and implementation of new data standards and databases. The Data Scientist shall provide technical oversight and direction to designated boards for integrating new technology or major new mission capabilities into the metadata and data standards and structures. The Data Scientist shall review and assess technical proposals requesting changes or upgrades to the existing databases. The Data Scientist shall serve as the lead technical resource in the strategic oversight and planning of data models and database structural design and development. The Data Scientist shall strategically plan new designs for integration into a database structure, using knowledge of the characteristics of the systems being added to the structure and the specifications for database interfaces to ensure effective integration and optimal database performance. The Data Scientist tor shall develop methods of ensuring data incompatibilities among systems are systematically eliminated The Data Scientist shall diagnose, isolate and expediently resolve complex problems pertaining to data infrastructure.

3. (Mandatory) Demonstrated experience in data modeling and design, including SQL development and database administration.
4. (Mandatory) Demonstrated experience in data visualization, data migration and data modeling.
5. (Mandatory) Demonstrated experience in relational database management systems (DBMS).
6. (Mandatory) Demonstrated experience in DBMS software, including SQL Server.
7. (Mandatory) Demonstrated experience in database and cloud computing design, architectures and data lakes.
8. (Mandatory) Demonstrated experience in configuration and administration of enterprise level data stores, ETL and ELT methods, and batch and streaming data transport.
9. (Mandatory) Demonstrated experience gathering and analyzing system requirements.
10. (Mandatory) Demonstrated experience with Version control systems such as Git.
11. (Mandatory) Demonstrated experience with programming languages Java and Python.
12. (Mandatory) Demonstrated experience with Linux, Unix, Solaris and Windows.
13. (Mandatory) Demonstrated experience with Agile development methodologies and JIRA.
14. (Mandatory) Demonstrated experience working in a fast-paced, technically challenging area; ability to anticipate and manage changes or problems; assess impacts and recommend sound solutions.
15. (Mandatory) Demonstrated experience in systems development, including system development life cycle, project management approaches and requirements, and design and testing techniques. 16. (Desired) Demonstrated experience with Sponsor networks, systems and services. 17. (Desired) Demonstrated experience delivering solutions with AWS cloud services.
18. (Desired) Demonstrated experience with AWS Cloud storage technologies including RDS, DynamoDB and S3.
19. (Desired) Demonstrated experience in database technologies to include but not limited to Oracle, SQLServer, and Postgres.
20. (Desired) Demonstrated experience with Oracle Databases
21. (Desired) Demonstrated experience with Full stack environment
22. (Desired) Demonstrated experience building automation tools such as Gradle, Maven.
23. (Desired) Demonstrated experience with the development of system prototypes and proof of concept in order to demonstrate proper application of design principles
24. (Desired) Demonstrated experience with the Sponsors authentication and authorization process.
25. (Desired) Demonstrated experience with supporting enterprise level production systems
26. (Desired) Demonstrated experience briefing technical topics to a non-technical audience.
27. (Desired) Demonstrated experience in strong oral and written communication.
28. (Desired) AWS Certification or other relevant certifications
