Corporate Director, Health, Safety, and Environment (HSE)

The Corporate Director, Health, Safety, and Environment (HSE) is responsible for providing strategic leadership and support across all business units and operations within our clients sites . The role focuses on developing a sustainable culture of safety excellence and regulatory compliance. This position partners with senior leadership, operations, and functional teams to drive strategies that balance culture, processes, and talent while integrating HSE as a core value across the organization.

Primary Responsibilities:
  • Strategic Leadership: Collaborate with the  Executive, Senior Leadership, and Regional teams to communicate and implement strategies addressing SHE (Safety, Health, Environment) risks, compliance programs, and performance improvements.
  • Risk Management: Meet regularly with operational leadership to review performance and develop tactics to address gaps, reduce risks, and ensure corporate and regulatory compliance.
  • Budget & Business Planning: Develop and manage the HSE department’s annual budget and business plan, assuming full P&L responsibility.
  • Performance Tracking: Define and monitor leading and lagging HSE indicators, focusing on high-risk areas, tracking severity metrics (SIF, STCKY), and analyzing root causes.
  • Operational Integration: Strengthen HSE compliance by integrating safety and environmental requirements into operational programs, maintenance schedules, and processes.
  • Environmental Compliance: Partner with facilities and operations to implement environmental compliance programs across all operating plants, shops, and branches.
  • Collaboration with HR: Work closely with HR to manage restricted work, claims management, and related processes.
  • Team Leadership: Lead and develop a company-wide safety leadership team, leveraging safety professionals across regions and business units to define compliance and risk reduction programs.
  • Incident Investigation: Participate in the investigation of HSE incidents, including injuries, citations, and lawsuits, providing testimony and preparing evidence for legal proceedings.
  • Travel: Travel as needed to construction sites, facilities, and locations, primarily within California, with some travel across the U.S. (30-40%).

Experience and Education:
  • Experience: Minimum 10 years of experience in developing and implementing safety, health, and environmental programs at senior business and corporate levels (15 years preferred).
  • Industry Knowledge: Minimum 5 years of experience in construction, construction materials, or a related field.
  • Education: Bachelor’s degree in Safety, Engineering, Construction Management, Occupational Health, or a related field is required; an advanced degree is a plus.
  • Certifications: At least one advanced safety certification is required (e.g., BCSP, CSP, ASP, CIH, CHST, CALOSHA certifications). OSHA Confined Space certifications are a plus.
  • Regulatory Expertise: Strong working knowledge of OSHA, CALOSHA, MSHA, and other state and federal safety and environmental regulations.
  • Environmental Compliance: Familiarity with Federal and CA State regulations for Aboveground Storage Tanks, CUPA Inspections, Storm Water Best Management Practices, Hazardous Material Handling, and Spill Prevention Control and Countermeasures (SPCC).
  • First Aid/CPR Certified: Required.
  • Six Sigma Tools: Experience in Six Sigma or comparable total quality methods is a plus.
  • Technology Skills: Proficient in Microsoft Office Suite.

  • Presentation & Training: Strong presentation and training skills, capable of conducting multi-day training sessions.
  • Recordkeeping: Organized and detail-oriented with strong documentation and record-keeping skills.
  • Language Skills: Multilingual abilities (especially Spanish) are a plus.
  • Valid CA Driver’s License: Required with a safe driving record.

Reporting Structure:
  • Direct Report: HSE Data Analyst (Safety Specialist).
  • Indirect Reports: Three Regional Safety Professionals, One HSE Manager, One Environmental Manager.
  • Reports to: Kurt Eddy, President of PRS.

Physical Requirements:
  • Regularly required to walk on uneven surfaces, use hands to handle or operate tools, and reach with arms.
  • Frequently required to stand, walk, talk, hear, sit, climb, balance, stoop, kneel, crouch, and crawl.
  • Must be able to lift and move up to 20 pounds frequently and up to 50 pounds occasionally.
  • Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Travel required 30-40% of the time for site visits, inspections, and training.
