Job Title: Program Manager-Youth and Family Services.
Location: Galveston County.
FLSA Status: Exempt.
Working Status: Full Time with Benefits.
Summary:
- The Program Manager for Youth and Family Services is an individual who embodies a mission mindset of one that is humble, hungry, and smart. A Program Manager must integrate a person-centered and holistic approach when working with youth and families.
- Supervise assigned staff positions for Galveston County within Youth and Family Services under the direct supervision of the Service Area Director.
- Provide administrative and clinical leadership necessary to assure operating at an optimal level as defined by HHSC Contract, Center Policy and Federal Standards, and grant award expectations.
- Closely monitor UM Guidelines and contractual standards required by HHSC, as well as Medicaid documentation requirements.
- Provide leadership necessary for program to meet service provision requirements and monitor service delivery.
- Learn and understand details of each position supervised.
- Demonstrate leadership skills necessary to consistently maintain a productive and effective operation within the program.

Job Duties: (To be performed with or without accommodation as based on ADA requirements)
The Program Manager-Youth and Family Services will be responsible for the following:
Essential Job Duties:
- Responsible for creating and maintain professional relationships across all programs at GCC and with community partners.
- Provide on and off site supervision of direct care and support staff located in Child & Adolescent clinics. Provide leadership and assist with decision making process regarding daily operation of programs.
- Participate in the hiring and termination process of employees supervised. Responsible for evaluation of staff supervised as required by GCC policies and procedures.
- Assure policy and procedures of program and agency are followed. Address all matters impacting program in an efficient and ethical matter.
- Ensures completion of weekly QA for clinical staff supervised. Responsible for reviewing Service Notes and Recovery Plans for staff and provide feedback as well as direction for any correction needs.
- Actively participates in team building activities scheduled to further cohesion amongst team members and further develop skills important for service delivery.
- As back up to clinic staff complete CANS assessments, creates client centered Recovery Plans, and provides case management services.
- Attends CRCG for Brazoria and Galveston Counties or ensures representation for GCC is present.
- Complete Aftercare and Joint Community of Care Plans for all youth returning from a State Mental Health Facility and from Waco Center for Youth as needed.
- Coordinate transitional care with clients from Crisis Services to Youth Behavioral Health Services.
- Provide liaison services between local hospitals and State Mental Health Facilities as needed.
- Provide crisis services to consumers and walk-ins to the clinic as needed. Coordinates services for youth seen by MCOT for follow-up services through Youth Behavioral Health Services.
- Conducts the CANS every 90 days or as clinically indicated for individuals as required & assigned. Pursuant to the Praed Foundation & the DSHS performance contract requirement, responsible for ensuring completion of initial CANS certification at time of hire & annual recertification thereafter; any lapse in certification will result in formal disciplinary action. Certified practitioners are also responsible for participating in annual quality assurance training activity performed by the identified CANS Super User.
- Coordinates continuity of care for youth in transition for admission or discharge to/from WCFY or ASH (or another SMHF); assures TAC is adhered to for practice of coordination of care.
- Display professionalism and leadership when representing program throughout daily operation. Provide leadership which promotes a productive and effective functioning team. Maintain an active, self-directed and assertive role as a hands-on supervisor.
- Facilitate team meetings to provide clinical consultation, supervision and leadership specific to grant or contract requirements.
- Maintain understanding of TRR services necessary to provide leadership coverage of TRR programs when necessary.
- Assure required documentation and monthly or quarterly data reports are completed within appropriate timelines.
- For oversight of program, works to assure treatment plans are valid limiting expiration of these documents. Assure establishment of client centered treatment plans, with client and family input indicating individualized objectives, meeting Medicaid standards.
- Utilize Reporting Services and other report methodologies, such as Icentrix and Eleos, assigned to consistently monitor and complete required documentation as indicated by TRR Standards. Provide disciplinary action as needed.
- Represent the Center at CRCG and present cases for families requesting placement at Waco Center for Youth and other community resources.
- All documentation is complete, accurate and clear as required by GCC Consumer Records Procedure within 24 hours.
- Conduct service delivery in accordance with Child & Adolescent Services standards as defined by contracts, grants and GCC. Assure services are not provided on assigned youth should the treatment plan and other required documentation not be valid.
- Identify, arrange, advocate and collaborate with other agencies to assure an effective planned referral, discharge or transfer of services.
- Will be responsible and accountable for the adherence to and promotion of the agency compliance policy and will require communication with various departments to foster, develop and continue our community partnerships as it relates to the position.
- Treat all individuals with the utmost courtesy, decency and respect.
- Provide responsive, and efficient services.
- Interact with staff, consumers, local entities and advocacy groups to provide a service that meets local needs.
- Provide highest level of Customer Service for both internal and external customers.
- Required to report personnel leave; flex time and emergency leave to assigned supervisor.
- Strict adherence to the professional, ethical, and legal requirements set forth in GCC's Business Code of Conduct as well as the Corporate Compliance Plan.
- Consistent adherence to the Center's Dress Code.
- Consistent adherence to Center safety guidelines and expectations.
- May be required to travel within Brazoria and Galveston Counties.
- Out of region travel may be required to attend trainings.
- Must maintain a clear driving record and driver's license in accordance with our Driver Policy.
- Requires current Texas Driver's License, reliable transportation and must maintain current auto liability insurance.
- Receives direct supervision from Director of Behavioral Health Services.
- Requires a master's degree from an accredited college or university, specializing in psychology, mental health counseling, social services, or business administration.
- Licensed or pursuing clinical licensure preferred, specifically in mental health counseling or social work.
- Three years of related mental health experience is required.
- Work experience related to leadership and supervision of staff is required.
- Four to five years full-time experience in human services field.
- Work related experience with youth and families.
- Program management.
- General knowledge of mental health conditions, child development, and family systems.
- Self-motivated with good time management skills.
- Effective interpersonal and leadership skills.
- Ability to establish collaborative relationships with youth and their families.
- Mature problem-solving approach to daily work.
- Ability to accept responsibility and exercise independent judgment in making decisions.

- Work will be performed in the Office, Field and/or Remotely setting(s).
- May require varied work hours depending on need of clients.
- Out of region travel may be required to attend trainings.
- May require travel to various locations within Brazoria and Galveston Counties. Requires current Texas Driver's License, reliable transportation safe and current with all state requirements, and liability insurance.
- May periodically transport consumers;
- Will require field based service delivery.
- Assist supervisor when requested to complete special projects and complete all assignments within a time frame negotiated with the supervisor. Completion of other duties as assigned by supervisor as it relates to the program and position.
