EXECUTIVE DIRECTOR The Buffalo Trace Area Development District (BTADD), a multi-jurisdictional, planning and development agency, headquartered in Maysville, KY, is currently seeking applicants for the position of Executive Director.  The Executive Director is responsible for the implementation and oversight of the programs of the BTADD under the direction of the Board of Directors.
Located in Northeastern Kentucky and home to the covered bridge capital of Kentucky, the BTADD is a collaboration of local leaders and staff educating and empowering communities by implementing quality services through specific areas of expertise in Aging and Independent Living, Community & Economic Development, Transportation Planning, and Workforce Development.  BTADD serves local governments and citizenry in Bracken, Fleming, Lewis, Mason and Robertson Counties.

The region is dynamic and growing, with an attractive mix of small urban and rural environments.  Major economic impacts are occurring through Precision Pulley and Idler, Pepsi Distribution, Good 360, timber and bourbon industries.  The successful candidate must have administrative and supervisory abilities and demonstrate diplomacy and sound judgement. Candidate should have knowledge of the physical, economic and social aspects of the counties in the BTADD. The position requires the ability to work primarily with state government and 14 other Area Development Districts. The candidate should have a Bachelor’s degree in public administration, planning or related field with a Master’s degree preferred and/or relevant and necessary experience in public administration, planning, economic development or related fields. POSITION DESCRIPTION
 
TITLE: EXECUTIVE DIRECTOR
 Position Overview:The Executive Director is the Chief Operating Officer, directly responsible to and supervised only by the Buffalo Trace ADD Board of Directors, and shall advise and assist the Board and be responsive to their needs and requirements.  Duties and Responsibilities:
  • Responsible for the administration and management of all Buffalo Trace Area Development District activities and services including fostering economic and human growth through a multi-county approach to planning and development of natural and human resources as follows:
  • Responsible for promoting the concept of multi-county planning.
  • Responsible for oversight of the administration of the District financial affairs. 
  • Responsible for reporting the status of programs and finances to the Board of Directors as well as Committees of the BTADD Board of Directors.
  • Responsible for the decision to hire and dismiss employees.
  • Responsible for the employee policies, internal procedures, evaluation process, and management of the personnel compensation.
  • Responsible for directing the development of area-wide goals and preparation of plans, programs, and projects, as well as serving local governments. 
  • Negotiating and contracting with businesses, non-profits, state and federal agencies as well as serve as a liaison between BTADD and these agencies.
  • Implementing personnel policies and procedures established by the Board of Directors, as well as reviewing and approving monthly, quarterly, and annual reports and other documents.
  • Establish and maintain relationships with all local units of government in the five county region.
  • Establish and maintain relationships with other districts, key members of the regional communities, federal and state officials and partners.
  • Establish and maintain relationships with members of the federal and state legislative delegation and staff representing the region.
  • Represent BTADD at official functions and exercising judgment and discretion at all times.
  • Represent BTADD to industry groups and national regionally-focused associations.
 POSITION REQUIREMENTSEducation and Experience:This position should have a Bachelor’s degree in public administration, planning or related field plus five (5) years minimum experience and related job experience.  Additional education may substitute for experience on a year-by-year basis.

General Qualifications:
  • Significant experience utilizing knowledge of current social, economic, and physical aspects of the counties in the five county region.
  • Must be able to establish and maintain favorable working relationships with employees, committees, councils, local, state and federal government organizations as well as the general public. 
  • Demonstrated experience in administrative functions, supervisory ability, as well as diplomacy and sound judgment.
  • BTADD is a drug free workplace, an EOE, ADA and Title VI employer.  This position may require a criminal and financial background screening. Candidate must be able to obtain a Public Officials Bond in a minimum amount required by the board according to policy, by a bonding company approved by the board
  • Position requires a valid driver's license.

Other:
  • Position generally requires sitting, however flexibility in travel and mobility to attend meetings is a must.  May require walking, operating a vehicle or other modes of transportation nationally. This position requires attendance of after hour meetings and overnight travel on sometimes short notice. 
  • Must be able to operate general office equipment in the course of daily duties.
  • Must be an effective communicator both orally and written.
  • Person who is well organized and possesses the intellect to administer the business of the District and represent professionally.
