BASIC FUNCTION:

The Director, Labor Relations, will direct a Labor Relations Team representing the District in the collective bargaining process with employee bargaining units; serve as the District’s lead negotiator; administer the District’s grievance procedures; provide ongoing direction, guidance, and leadership in matters related to labor relations; supervise and evaluate the performance of assigned staff.

POSITION SPECIFICS:
  • Working Location is based out of the Labor Relations department - 4100 Normal Street, San Diego, CA 92103
  • Scheduled for 12 months / 246 days per year

EXAMPLES OF DUTIES:
  • Serve as the District’s lead negotiator including planning, organizing, directing, coordinating, and supervising labor relations for the District and administering the District’s grievance procedure.
  • Represent the Superintendent of Public Education and the Board of Education in relationships with exclusive bargaining units and employee organizations, interpret collective bargaining contract language, and provide guidance to all District administrative staff members in matters relating to labor relations.
  • Assist in the design and implementation of District-wide labor relations and collective bargaining strategies and initiatives.
  • Assess the fiscal impacts of labor negotiations on District-wide general and restricted funding sources.
  • Plan, organize, manage, and direct the daily operations of assigned areas of responsibility within the Labor Relations Department; supervise staff of assigned areas of responsibility.
  • Develop and administer District employee relations policies.
  • Develop and recommend the District’s collective negotiations contract proposals and responses.
  • Provide closed session briefings to the Board of Education and the Superintendent of Public Education’s cabinet regarding labor relations and negotiations.
  • Provide advice, guidance, and direction to all District management team and supervisory personnel in matters related to labor relations contract compliance, interpretation, administration, and related laws, policies, procedures, and best human resource practices.
  • Plan, coordinate, and deliver in-service training in employer-employee relations and labor relations; assist in the development and implementation of a wide range of ongoing professional development opportunities for site administrators and other staff.
  • Coordinate revisions to District Administrative Procedures resulting from negotiated contracts and agreements.
  • Advise all management personnel on the proper application of administrative procedures governing resolution of employee grievances and rights of employee organizations.
  • Manage the grievance process for all bargaining units.
  • Prepare cases and represent the District at grievance hearings.
  • Manage certificated employee appeals, including letters of reprimand or suspension and other disciplinary processes.
  • Serve as the level three hearing officer for grievances or delegate to another District officer, if appropriate.
  • Counsel District employees on matters related to employer-employee and labor relations.
  • Establish, lead, facilitate, and participate in labor-management committees.
  • Act as liaison with the legal office concerning legal aspects of grievance procedures and processing.
  • Review and disseminate arbitration decisions pertaining to public agencies.
  • Construct independent research and develop statistical, financial, and management information related to employee and labor relations.
  • Supervise, train, and evaluate the performance of assigned staff.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE: A combination of training, experience, and/or education equivalent to a Master’s degree in labor relations, human resource management, industrial relations, law, public administration, business administration, or a related field and eight (8) years of progressively responsible experience in personnel or labor negotiations experience. Experience in a school district, public sector, or large and complex organization is desirable.
LICENSES AND OTHER REQUIREMENTS: Valid California driver's license.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF: Organizational development principles and practices, state-of-the-art theories, techniques, and methodologies of labor relations, and personnel management, administrative and collective bargaining practices and techniques, principles and techniques of budget preparation and control, oral and written communication skills, principles and practices of administration and supervision, applicable laws, codes, regulations, policies, and procedures related to collective bargaining.
ABILITY TO: Plan, organize, administer, and manage labor relations for the District, analyze and understand the financial and administrative implications of decisions and recommendations, analyze problems, make decisions, and be responsible for those decisions, prepare documents with speed and accuracy, communicate effectively, both orally and in writing, with staff and community in a multiethnic educational environment, and establish and maintain cooperative and effective working relationships with others.
