Job Summary: This position is responsible for the development and execution of Tribal strategies and activities across CareOregon. Work includes fostering engagement between the CareOregon enterprise and Tribal entities throughout the state and beyond in support of American Indian and Alaska Native (AI/AN) services. This position serves as a senior cultural advisor to all CareOregon lines of businesses and departments.
Essential Responsibilities- Technical/Operational Leadership:
- Fosters effective engagement and relations with Tribal partners; facilitates two-way communication between Tribal health leadership and CareOregon teams.
- Facilitates meetings between CareOregon, Tribal health leadership, and/or OHA through standing meetings or as agreed upon by all interested parties.
- Engages OHA, the nine federally recognized Tribes of Oregon, and Native American Rehabilitation Association (NARA) in identifying and addressing barriers to member needs.
- Facilitates development, advises, and/or consults with teams related to culturally appropriate training and education programs relating to services and other matters relating to the specific concerns of Oregon's Tribal communities and the coordinated care health care system.
- Provides guidance to support creating, implementing, and sustaining cultural intelligence across the enterprise.
- Participates in conversations regarding Tribal interests or community partnerships within CareOregon; works to support cross-cultural services between CareOregon and other communities.
- Serves as a key member of CareOregon's Diversity, Equity, and Inclusion team; provides subject matter expertise in culturally responsive communications enterprise-wide.
- Strategic/Operational Planning:
- Participates in the development of vision, goals, and strategic plans for areas of oversight.
- Develops short-and long-term plans and policies; oversees the development and execution of standard operating procedures.
- Provides input to the strategic plans for the organization.
- Maintains an organization-wide view while establishing team priorities and being cognizant of broader department and organizational impacts.
- Financial/Resource Management:
- Recommends budgets in alignment with short and long-term plans.
- Manages resources to ensure priorities are accomplished.
- Approves resource allocations within budget, including people, finances, and timelines; makes decisions on exceptions.
- Relationship Management:
- Develops and maintains effective working relationships with the nine federally recognized Tribes of Oregon, NARA, an Urban Indian Organization (UIO), and various other Tribal entities; acts as a direct resource to support ongoing and emergent needs in service to the Tribal population or community needs.
