JOB SUMMARY:


Take on a new role within the NORC People department as we look to build, cultivate, and strengthen our employee and leadership learning and development programs across our growing organization. The Learning & Development Senior Instructional Designer will be responsible for designing, developing, implementing, and evaluating corporate learning and development programs aligned with the organization’s objectives and strategy. Your main focus will be in creating and facilitating innovative and engaging learning solutions of various development methods, including Instructor-Led Training (ILT), Virtual Instructor-Led Training (vILT), blended learning and eLearning. This is an outstanding opportunity for an experienced professional with in depth experience in corporate learning and development principles and implementation.


In this role, you will help to enhance our management and leadership development programs, design and develop learning paths and activities for professional development and consult on learning and development techniques and best practices across the organization, including with research and operation departments. Learning and innovation is an important part of NORC’s culture and product offering and you will be able to advance and influence it across the organization.  


The ideal candidate will possess creativity, design skills based on evidence backed methods, adult learning theory expertise, and experience with learning development tools. They will also have demonstrated methods for staying current with the latest instructional design and adult learning trends.



DEPARTMENT: NORC People 


The NORC People department supports NORC's mission and values by collaborating with research, operations, and administrative departments to recruit, develop, and retain top staff. Because NORC is a government contractor, the NORC People team plays a large role ensuring that all staff information and systems remain secure and that our organization is fully compliant with our policies. NORC People is responsible for talent acquisition, hiring, benefits administration, employee relations matters, and performance evaluation programs to ensure our organization is maintaining compliance while keeping employees’ best interests in mind.



RESPONSIBILITIES:


  • Working closely with the Director of Learning and Development and team to assess and enhance current learning and development programs, policies, methodologies, strategies and procedures.
  • Analyzing, designing, developing, administering (can include some delivery), and evaluating corporate learning programs, including management development programs.
  • Developing and maintaining quality assurance, effectiveness and engagement metrics; providing and reporting on training data and analysis metrics.
  • Creating and refining learning and training content, job aids/materials, workflows and other resources to support learning and build staff capacity.
  • Establishing and performing official reviews of instructional materials and activities, regardless of modality, to recommend revisions that are in accordance with best practices or other standards and the expected learning outcomes.
  • Maintaining records of training and schedules through the LMS and updating the internal Learning & Development site.
  • Providing consultations and serving as a resource to business groups on the design, development, evaluation, and revision of learning outcomes, course modality, high-impact learning practices.
  • Improving the level of understanding of the instructional community by providing online courses, webcasts, workshops, and other resources in support of research-based teaching practices.
  • Contributing to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

REQUIRED SKILLS:


  • Bachelor’s degree in Instructional Design, Education, or a related field required. Prefer advanced degree in Organization Development or Organizational Behavior. Related professional certifications from Association of Talent Development or other Learning & Development organizations are preferred.
  • A minimum of 5 years of experience designing and building learning programs, on-demand classes, and job aids.
  • Demonstrated proficiency in Articulate Storyline and Rise, Microsoft 365 tools (PowerPoint and Word).
  • Previous experience working with learning management systems, user support, and program management.
  • Proven track record of developing effective learning and training programs that lead to improved performance.
  • Strong project management skills and the ability to multitask and meet deadlines.
  • Experience in measuring and analyzing the impact of learning initiatives.
  • Excellent communication and presentation skills with executive and peer groups.
  • Ability to collaborate effectively with cross-functional teams.


SALARY AND BENEFITS:


The pay range for this position is $78,000 – $117,000.




This position is classified as regular. Regular staff are eligible for NORC’s comprehensive benefits program. Benefits include, but are not limited to:
