Key Preferences

Required Skills and Experience

  • Communication: Must communicate effectively both verbally and in writing with various department staff levels.
  • Experience:
  • At least 10 years of IT business/industry experience.
  • A minimum of 7 years in business analysis on IT projects.
  • Proficiency in Microsoft Visio for process modeling.
  • Familiarity with Agile and DevOps methodologies.
  • Competence in translating business needs into use cases, user stories, and acceptance criteria.
  • Experience in creating test cases from user stories and criteria.


Preferred Skills and Experiences

  • Meeting Facilitation: Lead meetings at all levels and manage discussions with business-oriented or technical participants. Joint Application Development (JAD) experience is a plus.
  • Analytical Skills: Proficiency in Cost Benefit Analysis and business process re-engineering.
  • Process Documentation: Ability to translate meeting and document insights into process and data flow models.
  • Writing Skills: Expertise in technical writing, creating data dictionaries, and using Microsoft Word.
  • Technical Collaboration: Experience working with IT staff on infrastructure needs for proposed solutions.


Educational Requirements

  • Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or a related field is required. Equivalent work experience may be considered.


Security and Compliance

  • Background Check: Must undergo a Department-paid level 2 background check.
  • Confidentiality and Training: Must sign confidentiality agreements, pass ethics and security awareness training, and acquire CJIS Certification.


This role demands someone with not only technical expertise and extensive IT and business analysis experience but also strong interpersonal and communication skills to lead cross-functional meetings, drive collaboration, and document and translate complex requirements into actionable solutions.
