Position Summary:
The Chief Financial Officer (CFO)/Director of Administration is a key strategic partner and advisor to the Executive Director and organizational leadership. The position is responsible for fiscal planning and strategy, human resources, and administrative operations of the organization.
This includes the preparation and interpretation of financial information, the maintenance of the general ledger and subsidiary ledgers, the safeguard of assets, the establishment of internal controls as well as the establishment and monitoring of fiscal, personnel and administrative policies and procedures in accordance with generally accepted accounting principles. The CFO also supervises fiscal and compliance staff.
This position acts as CFO to our support corporations, Commonwealth Housing Legal Services and Commonwealth Housing Development Corp. This position reports to the RHLS Executive Director.
Required Knowledge, Skills & Abilities ( “Must-Haves”)
- 10-plus years related non-profit financial leadership experience, with at least 2 years’ experience as a CFO, Controller, and/or Director of Finance
- At least 2 years of supervisory experience is required, including hiring, developing, managing, and motivating talented staff. Experience overseeing the performance appraisal process
- The ideal candidate will have a thorough understanding of how to effectively lead non-financial functions including both IT operations and HR; superior organizational skills
- Demonstrated track record in complex budgeting and cost allocation process strategy, planning, and implementation; working knowledge of ACH systems and associated payment and money movement and transfer procedures is required
- Sound strategic thinking skills and seasoned judgment, including the ability to make decisions and justify recommendations while being responsive, clear, and firm with colleagues and partners; integrity beyond reproach; strong ethical and moral compass
- Strong verbal and written communication and interpersonal skills. An excellent listener who can work productively and diplomatically with a wide array of people and institutions. Ability to develop effective relationships and influence others
- Demonstrated commitment to advancing racial and economic justice
Who We Are
Regional Housing Legal Services (RHLS) was created in 1973 to address landlord/tenant issues in a housing development for World War II defense workers in Bucks County, Pennsylvania. RHLS helped the tenants create a nonprofit housing coop to address the housing conditions and since then, has engaged in systems-level work to create and preserve affordable housing as well as economic and community development.
In 1996, the Pennsylvania Utility Law Project (PULP), a statewide legal aid specialty program focused on utilities and energy justice, joined RHLS as an independently-funded specialized project. RHLS and PULP share administrative functions and collaborate on issues at the intersection of housing and energy.
To date, RHLS has helped develop or create nearly 11,000 of units of affordable housing throughout Pennsylvania and provides direct legal representation to approximately 100 community-based organization each year. Through targeted litigation and policy advocacy, PULP has secured tens of millions of dollars in expanded assistance for low- income Pennsylvanians, helping improve access to safe, affordable utility services to their home.
RHLS and PULP have both acted as a leading force behind many key policy and systems changes made in Pennsylvania on behalf of the disenfranchised.
We have offices in Philadelphia; Harrisburg; and Pittsburgh and serve the entirety of Pennsylvania.

RHLS achieves its mission by:
- Providing legal services and technical assistance to community-based organizations that develop affordable housing and engage in economic development activities that benefit low-income people;
- Informing, training and supporting consumers and those who serve consumers, on housing and utility issues;
- Engaging in policy analysis and promoting system innovations focused on critical housing, economic development, neighborhood revitalization and utility issues.
Anticipated salary range based on experience and education $120K - $160K.
