JOB DESCRIPTION:
Purpose of the Job
- Lead the T&C documentation process (test procedures, data sheets, change request process, test discrepancy resolution, etc.) providing oversight and direction to the entire T&C project team.
- Perform the role of an independent auditor for T&C compliance with KB Signaling procedures and processes related to test and commissioning activities.
- Ensure the readiness for test phases: Start of testing, Final Cutovers, Decommissioning activities.
Reports directly to: T&C Manager
Main Responsibilities
Key accountabilities:
- Independent review and approval for test & commissioning test results for T&C activities in the field associated with commissioning signaling systems inclusive of the following:
- Development and delivery of T&C documentation process including development of electronic format for test results, regression testing, test status reports, etc.;
- Audit for quality and procedure compliance the approval of documentation for signaling system test activities including:
- Installation, Circuit Breakdown, and Site Acceptance tests,
- Operational and system integration tests for Interlocking and Wayside locations
- Dynamic and Static integration tests as required by project requirements
- Work closely with the Senior Lead T&C Engineers and project KB Signaling Safety representative to review and monitor daily testing results for fail/pass, discrepancy and change request entry and processing, and maintain current test completion status by location;
- Develop and maintain daily review and the maintenance of location specific test plans, procedures, and data sheets to provide a report that reflects current condition and test status of locations under test;
- Application of T&C process to ensure tests are conducted in compliance with regulatory standards, project requirements and industry best practices;
- Ensures EHS in the field with guidance and support from the EHS representative;
- Provide support to one or several Projects on railway signaling systems under the direction of T&C Manager instructions.
- Acts as the overall T&C documentation Leader in accordance with project and contract requirements.
- Lead the V&V interfaces with customers, engineers, consultants and sub-contractors;
- Review test procedures and associated data sheets for accuracy and implement revisions for improvement and efficiency of execution in the field;
- Manage the completion of test documentation, data sheets, discrepancy and other reports.
- Maintain status of all testing activities by location working closely with the field T&C engineers and the T&C Integration Lead;
- Support development and delivery of cutover and phasing plans, and monitor the completion status to confirm readiness for revenue service.
- Deliver highest quality data as input to the commissioning field test reports.
- Deliver the highest performance in terms of Quality, Costs and Delivery and in compliance with KB Signaling policies, local standards and regulations (in particular EHS and Railway Safety).
- Identify / Promote / Lead Integration testing in a lab environment to ensure successful commissioning and validation.
Experience
Mandatory:
- 10 years of progressive, freight or commuter railroad or heavy rail transit work experience in testing and commissioning activities for rolling stock or signal systems or upgrades to existing signal systems, OR maintenance of signal systems and equipment, including the job responsibilities as described above.
- Experience must include multiple years of experience with:
- Automatic train control and signaling systems;
- Electronics/electrical engineering testing;
- Experience with test equipment including: VOMs, DMMs, oscilloscopes, signal generators, and frequency counters; reviewing technical designs and documents; ensuring proper safety readiness for rail signaling projects; installing and testing Track Circuits; testing on vital relay and microprocessor train control interlocking circuits; installing and testing Human Machine Interface (HMI) and Maintenance Management Systems (MMS) applications for train control Interlocking locations.
- Test & Commissioning or maintenance experience with:
- audio frequency track circuits;
- iVPI, VPI, MicroLok or ElectroLogIXS microprocessor train control systems;
- legacy vital relay train control systems;
- Highway crossing warning systems.
- Verification and Validation experience with:
- Performing verification through detailed tests, inspections, and analysis.
- Establishing requirements traceability to verification artifacts.
- Defining test strategy through V&V and/or Test Plans.
- Communication and Interpersonal skills (teamwork and leadership).
- Decision-making and problem-solving abilities.
- Analytical and critical thinking.
- Team building and coordination.
- Interpersonal and negotiation skills to interface with other teams, customers and partners.

- Flexibility and mobility, must be available to work on projects at various, unanticipated sites throughout the United States.
- Available to work in harsh railroad wayside environment exposed to hazards such as live third rail during day and night shifts and weekend work activities such as cutovers.

- Driver’s license.
Education
Mandatory:
- Bachelor’s degree in Engineering, Electronic/Electrical Engineering or related field, or equivalent experience.
- Excellent knowledge of English language (read, written, spoken).
- Formal railroad or transit system signal or train control training.
- Training or knowledge of FRA Title 49 Rule and Regulations Governing Railroad Signal and Train Control Systems Parts 234 and 236.
