Overview:

The Senior Project Development Manager plays a critical role in overseeing pre-construction activities and ensuring the successful planning, design, and funding coordination for school facility projects. This position partners closely with the Director of Architecture and Engineering to align project goals, timelines, and budgets with district requirements and strategic objectives.


Key Responsibilities:

  • Project Scope Development: Collaborates with the Director of Architecture and Engineering to define project scope, ensuring alignment with architectural planning, funding, and school facility development goals.
  • Pre-Construction Management: Leads and coordinates pre-construction activities for multiple school alteration and maintenance projects, maintaining a strategic focus on project timelines and budget adherence.
  • Project Oversight and Direction: Provides comprehensive oversight on schedules, cost control, quality management, and dispute resolution for a portfolio of projects, ensuring alignment with district policies and standards.
  • Status Monitoring and Reporting: Reviews pre-construction project progress, identifying and addressing variances in schedules and budgets to meet the district’s targets.
  • Cross-Departmental Coordination: Engages with various district branches, including Environmental Health and Safety, Real Estate, Community Outreach, School Management, Asset Management, and Procurement, to synchronize pre-construction activities.
  • Conflict Resolution: Resolves project-related issues by mediating differences of opinion, managing schedule conflicts, and aligning stakeholders on efficient project planning and design approaches.
  • Policy and Procedure Innovation: Recommends and implements procedural improvements at both program and project levels to optimize performance and efficiency.
  • Regulatory Compliance: Coordinates with government agencies to ensure projects meet regulatory requirements and progress through necessary approvals seamlessly.
  • Bid and Specification Review: Assesses bid specifications to determine alignment with district needs and the feasibility of completing projects within specified timeframes.
  • Presentations and Communication: Delivers presentations to Board Members, District Administrators, and public agency representatives, providing project updates and status reports.
  • Financial Management: Manages fiscal responsibilities for multiple design and construction projects, including reviewing payment applications and overseeing overall project budgets.
  • Team Leadership: Assigns tasks, supervises staff activities, evaluates performance, and fosters professional growth through structured training sessions.
  • Continuous Improvement: Engages in additional duties and projects as required to support the Facilities Services Division's goals and objectives.


Minimum Requirements:


Experience:

  • 15+ years of professional experience in facilities design, capital project planning, or project management, with expertise in design, contract administration, cost estimating, and scheduling.
  • 5+ years specifically within educational facilities, covering design, planning, and construction.


Education: Bachelor’s degree in Architecture, Engineering, or Construction Management from an accredited institution. Coursework in Business Administration, Public Relations, Accounting, School Finance, Personnel Management, Educational Facilities Planning, and Communication is preferred.


Licenses/Certifications:

  • Required: Valid Certificate of Registration as an Architect from the California State Architectural Board.
  • Preferred: LEED Professional Accreditation.


Additional Preferred Qualifications:

  • Familiarity with Building Information Modeling (BIM).
  • Experience with LEED or Collaborative for High Performance Schools (CHPS) projects.
  • Knowledge of Division of the State Architect (DSA) processes for design and construction.
  • Background in construction management.
