Multi-Family Building Analyst

Summary/Objective
Multifamily Building Analyst (MFBA) conducts energy audits and performs overall building performance evaluations of multifamily buildings. Examines the relationship between the building’s various systems and applies knowledge and skills to complete comprehensive evaluations of existing buildings to make prioritized recommendations that improve occupant health, safety, and comfort, as well as the building’s energy efficiency and durability. Helps develop Process and Procedural SOP's to ensure Programmatic alignment with OMB Federal Guidance, Organizational Standards and ROMA goals. Follow all State, Federal, OSHA, weatherization program guidelines, and CEDA policies as they apply to Weatherization Department. This position routinely handles highly sensitive and/or confidential information and will represent CEDA in a variety of capacities. Must demonstrate good judgment, an ability to be approachable and professional, solid problem-solving skills, an ability to handle multiple tasks, an ability to be self-motivated and well organized, and maintain strict confidentiality.
Essential Functions
- Understand and comply with Illinois Home Weatherization Assistance Program (IHWAP) guidelines, regulations, policies and programmatic procedures. Execute daily program functions in compliance with CEDA internal operating policies and procedures.
- Conduct field visits to potential Multi-Family Projects and asses feasibility Study based on project and programmatic guidelines.
- Perform whole building analytics and diagnostics, accurately assess data and enter into the state’s Approved Multi-Family Energy Modeling Software. Analyze energy modeling results and design a scope of work based on software outputs.
- Work with CEDA’s Contractors and Sub-contractors to ensure project protocols and processes are properly implemented and executed.
- Accurately compile information about Multi-Family structures for Energy Audits: including but not limited to: construction type, dimensions of building, spaces within the building, and types of building components.
- Perform infield work-in-progress monitoring of both Architectural and Mechanical Contractors to ensure they are following all state, federal, county, city and CEDA codes, policies and protocols.
- Together with the Multi-Family Project Supervisor and Multi-Family Operations Manager, plans the various stages of project implementation and sets direction by prioritizing and organizing activities and resources to achieve project objectives.
- Support, facilitate, or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, partners and stakeholders in all stages of project planning and implementation.
- Provide technical support to the project and implementation team as required/necessary.
- Have the ability to design, implement, track, and report trends related to internal and production operational efficiencies.
- Attend all training and professional development assigned to ensure the technical integrity, regulations, and compliance of the utility weatherization program.
- Other duties as assigned.

- Proficient in Microsoft Office Suite: Excel- including formulas, pivot tables, macros, Word, PowerPivot, Power Query and Microsoft Access, and Microsoft Project.
- Must have knowledge of industry standards and safety regulations: OSHA, ANSI, NFPA and EPA rules and regulations.
- Must poses knowledge in: OMB Uniform Guidance, Organizational Standards, ROMA, 2CRF-200 and 10CFR-440 regulations and compliance.
- Computer literate; proficient in Microsoft Office Suite: Word, Excel, Teams, PowerPoint, SharePoint, and Outlook.
Supervisory Responsibility
This position has no supervisory responsibility.
Work Environment
While performing the duties of this job, the employee works equally in an office environment and a field environment. While in the office the environment is quiet to moderately loud, depending on the work area. Employee is required to sit, use hands, stand, stoop, walk, talk, and listen while performing duties. General office equipment including personal computers, scanners, copiers, faxes, desk- and smartphones, and software programs. While conducting work in the field, conditions may vary as the time of year delivers varying weather conditions (extreme heat, high humidity, damp, wet, and extreme cold) and may require the use of equipment such as: Gas Sniffers, Combustion Analyzers, Infrared Cameras, and Cameras, Manometers, Blower Doors, and hand tools.

The employee must occasionally lift or move up to 50 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Expected Hours of Work/Travel
This is a support level position requiring the exercise of discretion and judgment and is required to work a full time work week, as designated by the CEDA Employee Handbook, with periodic longer hours, including potential evenings, weekends, and odd hours. Occasional travel of distance may be required, especially suburban Cook County. Other travel of distance may be required. Must possess and maintain an applicable Illinois Driver License, clean driving record, and Auto Insurance that meets the State requirement.
Required Education and Experience
- Bachelor’s degree preferred or 5+ years of successful Mechanical Engineering /Construction/Project Management experience.
- Must be certified by the State of Illinois or become certified after participating in training given by the State of Illinois and CEDA within one year of employment.
