Position Summary:

The purpose of the position is to augment the regular laboratory workforce by allocating some of the more routine duties of the medical laboratory technologist and/or technician to this position.

Scope of Work:

This position is located within TONHC on the Tohono O'odham Nation Indian Reservation. The incumbent will perform miscellaneous tasks that include, but are not limited to phlebotomy, oversees Phlebotomist Level I personnel, ordering consumable supplies, maintaining reference laboratory section, transporting patients, clerical, and "order entry" duties. The incumbent provides test results for use by the primary care provider, initiating CPR when indicated, answering telephones and directing telephone calls, observing safety practices for the benefit of patients, staff, and visitors, cleaning, and following isolation procedures.

Essential Duties and Responsibilities: (Depending on the area of assignment, an incumbent may not be required to perform some of the duties listed below):

  • Perform a range of diagnostic support duties that include age-specific patient assessment to draw blood specimens from inpatient and outpatient services.
  • Oversees and assists Phlebotomist Level I in phlebotomy section.
  • Ensures that blood samples drawn are in the proper tube, labeled correctly, and properly identified.
  • Makes gross and subtle visual observations of the patient's condition, taking all necessary precautions against infection and adverse reactions of patients.
  • Provide education to staff and patients on specimen collection procedures.
  • Perform finger sticks for lab studies using appropriate aseptic techniques.
  • Performs venipuncture to obtain lab specimens according to provider orders on an assigned basis utilizing appropriate aseptic technique.
  • Properly labels specimens at the time and place the specimen is obtained. Delivers specimens to the laboratory using the appropriate accessioning procedure.
  • Safely transports multiple specimens to the laboratory according to medical center policy.
  • Properly identifies the patient. Remains with the patient until they are capable of leaving either to the clinic or to their final destination.
  • Performs patient transport duties, which includes transferring the patient to and from wheelchairs and stretchers and in and out of the department.
  • Answers the phone and directs calls to the appropriate individual. Takes complete messages when warranted and delivers the message in a timely manner. Contacts other disciplines and services as directed.
  • Cleans areas within the department and restocks needed supplies at appropriate levels. Routinely orders appropriate supplies from warehouse
  • Assures that the appropriate documentation needed to capture workload is completed. Assists with workload validation studies.
  • Performs "order entry" duties from provider test order requisition.
  • Participates in maintaining a clean, safe environment. Removes defective equipment, reports hazards, observes- safety regulations, adheres to infection control policies, and utilizes proper aseptic techniques in performance of duties.
  • Maintains supply inventory and orders supplies from reference laboratory and property and supply (e-order).
  • Maintains reference laboratory section, reconciling incomplete tests by requesting and/or reprinting of results.
  • Attends planned in-service programs including fire and safety training and CPR certification training as directed.
  • Contributes to team effort and other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of the Tohono O'odham culture, customs, and traditions.
  • The skill to properly collect blood specimens using a variety of collection procedures and aids. Knowledge of specialized and appropriate specimen tube requirements and preservation requirements to maintain specimen integrity prior to testing.
  • Knowledge and skills sufficient to identify and obtain equipment and supplies properly and to communicate proper use with patients, family members and staff.
  • Knowledge and skills sufficient to take a variety of samples such as sputum or urine samples, seal samples for analysis by others and to conduct age specific patient assessment and to record results. This typically includes explaining the patient's role in the procedure to the patient.
  • Ability to perform clerical duties including typing and the ability to perform advanced functions in various types of software to comply with multiple medical center initiatives including regulatory compliance and accreditation requirements.
  • Ability to perform "order entry" duties from the provider test order requisition module.
  • The incumbent must exercise considerable skill and tact in dealing with patients and be sensitive to their needs.
  • The incumbent must have basic knowledge of first aid procedures and the ability to recognize adverse patient reactions.
  • The incumbent must successfully complete the medical center training program in "order entry".
  • Thorough knowledge of the Privacy Act of 1974 which mandates the incumbent to maintain confidentiality of all administrative, medical and personnel records.
  • Knowledge of Health Insurance Portability and Accountability Act of 1996, Public Law 104-191 (HIPAA).
Minimum Qualifications:
  • High School Diploma or General Education Diploma.
  • Five years of specialized work experience (qualifying specialized experience must have been gained in drawing specimen samples including newborns, infants, children, adults, and elderly).
Licences, Certifications, Special Requirements:
  • Upon recommendation for hire, a criminal background and a National FBI fingerprint check are required to determine suitability for employment, including a 39-month driving record.
  • May require possessing and maintaining a valid driver's license (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
  • Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham language and English as a condition of employment.
