Vali Incorporated seeks a highly qualified candidate to support the Missile Defense Agency (MDA) as subject matter expert in Department of Defense (DoD) Digital Transformation.

Position Description: This position will support the MDA in Huntsville, AL assisting a DoD Budget/Financial office in transitioning business operations into a digital ecosystem.

Essential Duties and Responsibilities:

  • Serve as Program budget office representative in digital transformation activities including: evaluating capability requests, decomposing business requirements into technical requirements, liaising between Program owned systems and external stakeholders, calculating and tracking return on investment, and providing analysis and recommendations in the adoption of new capabilities
  • Coordinate with Program leadership and functional directors to identify process automation opportunities
  • Collect, organize, and integrate datasets from various financial and program management sources including Obligation Status Reports, Budget Execution Data, Earned Value Management Data, Cost Data Reports, Program Schedules, Technical Requirements and Programmatic data
  • Develop Requirements Analysis, System Design documents, Architecture Design documents, System Prototypes, Test Plans and Reports, Objective Evidence, Implementation Plans, Training Documentation, and User Manual updates.
  • Provide oversight of development activities including leading Program Increment (PI) planning, developing capability Road Map, conduct Train-the-Trainer sessions, and troubleshooting assistance; provide surge support to development team as needed
  • Assist program office personnel in developing visualization tools including web-based tools, Qlik dashboards, PowerBi dashboards, and Excel add-ins

Education and Experience Requirements:

  • BS/BA in business or related field
  • 20 years or greater of financial analysis and support
  • 20 years or greater in technology upgrades
  • Demonstrated experience in modern software development practices including Scrum, DevSecOps, Agile, and Test-Driven Development
  • Demonstrated experience in software and database design/development
  • Established knowledge of Excel, MS Office suite, Visual Basic (VBA), .Net, SQL, and PowerBI
  • Excellent Communication Skills (Written and Verbal)
  • The ability to lead and work in a Team environment
  • Applicants selected must be able to obtain and maintain a security clearance upon hire date

Desired Experience Requirements:

  • MS/MA in business or related field with 15 years or greater of technology upgrade
  • Established understanding of MDA data systems preferred
  • Security + certification preferred
  • Expert Knowledge of DoD and MDA policies, processes, and procedures to design information systems that assist management with decision making, policy formulation, or other managerial functions.
  • Must Work independently and conduct strategic high-level coordination activities.
  • Must be a self-starter able to support multiple complex projects simultaneously.
