JOB SUMMARY


This position is responsible for coordinating and assigning work to crews; managing equipment maintenance activities; scheduling repairs; and ordering and maintaining equipment and supplies.

 

MAJOR DUTIES


  1. Interviews, trains staff, plans, assigns, and directs work; establishes deadlines; appraises performance; rewards and disciplines employees; approves leave; addresses complaints and resolves problems.
  2. Oversees public works operations, which includes repairing and maintaining sewer and water lines, lift stations and/or mains; repairing and maintaining streets, sidewalks and curbs; inspecting utilities; inspecting contractor work; transporting equipment to work sites; and locating utilities.
  3. Operates a variety of heavy and light equipment used in road, sanitation, ground, street and utility maintenance and repair.
  4. Performs generalized maintenance and safety checks on equipment.
  5. Prepares and submits inventories of materials and supplies utilized and/or transported; procures parts.
  6. Responds to questions/complaints from the public; coordinates functions with other City departments.
  7. Assists in preparing the budget and monitors expenditures.
  8. Maintains files and records pertaining to equipment utilized, maintenance, accidents, and other related issues.
  9. Maintains inventory information.
  10. Operates various hand and power tools in the performance of routine construction and maintenance duties.
  11. Monitors and reviews informational updates on the operation and maintenance of road construction equipment utilized in the performance of the essential functions of the job.
  12. Performs traffic monitoring and control including the distribution of barricades, warning signs, and safety cones and the flagging of vehicles.
  13. Assists other staff members in completing projects.
  14. Reports administrative and/or operational problems to supervisor.
  15. Performs all other duties as assigned.


KNOWLEDGE REQUIRED BY THE POSITION


  1. Knowledge of supervision methods.
  2. Knowledge of all applicable provisions of the state vehicle code relative to the operation of construction equipment and safe driving practices.
  3. Knowledge of heavy road maintenance and construction equipment.
  4. Knowledge of procedures, methods, practices, and tools of road construction, repair and maintenance.
  5. Knowledge of recordkeeping, report preparation, filing methods and records management techniques.
  6. Knowledge of safe practices and procedures.
  7. Knowledge of computers and job-related software programs.
  8. Skill in oral and written communication.
  9. Skill in planning, organizing, assigning, directing, reviewing and evaluating the work of staff.
  10. Skill in selecting and motivating staff and providing for their training and professional development.
  11. Skill in operating and maintaining all assigned equipment required to perform the essential functions of the job.



SUPERVISORY CONTROLS


The Public Works Operations Superintendent assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures, and the nature and propriety of the final results.

 

GUIDELINES


Guidelines include department policies, procedures, and local ordinances. These guidelines requires judgement, selection, and interpretation in application.

 

COMPLEXITY/SCOPE OF WORK


  • The work consists of a variety of supervisory, administrative, and maintenance duties.
  • The purpose of this position is to supervise staff and performs a variety of public work functions. Success in this position contributes to efficient and effective operations of this department.

  • Contacts are typically with representatives of Georgia Power, plumbing contractors, telephone companies, Comcast, street department, sewer department, and other local contractors.
  • Contacts are typically to give or exchange information, resolve problems, and provide services.

 

PHYSICAL DEMANDS/ WORK ENVIRONMENT


  • The work is typically performed while intermittently standing, sitting, walking, stooping, bending, or crouching. The employee frequently lifts light objects and occasionally lifts heavy objects.
  • The work is performed in a noisy place or outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, and grease, machinery with moving parts, and contagious or infectious diseases, or irritating chemicals. Work requires use of protective devices such as masks, goggles, and gloves.

 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY


This position has direct supervision over assigned personnel within an area, department, or unit. Direct supervision typically involves the ability to manage schedules, performance, and the interpersonal issues of other employees. It may involve the ability to recommend changes to work priorities or strategies within an area, department, or unit.   


MINIMUM QUALIFICATIONS


  • High school diploma or equivalent required; and
  • More than five years of related experience required; or
  • Any equivalent combination of education, experience, and training which provides the knowledge, skills, and abilities to perform the work.
  • Possession of a valid state driver’s license issued for the type of vehicle or equipment operated.
  • Possession of valid Class A commercial driver’s license.
