Job Summary: Provides strategic consulting services to Public Housing Authorities (PHAs) and affordable housing developers for transactions involving Rental Assistance Demonstration (RAD) Program conversions and/or HUD’s Special Application Center (SAC) to optimize the repositioning and preservation of affordable housing throughout the United States. This position can be located in the Midlothian, VA, central Indiana, or remote.



Duties and Responsibilities (and other duties may be assigned as required):

  • Assist PHAs in completing their SAC or RAD applications and guide the process. Coordinate project meetings and provide administrative support to move projects forward and resolve barriers.
  • Take an active role in writing, editing, and organizing RAD Financing Plan submission requirements.
  • Perform an analysis based on information collected from PHAs, including financial data and physical condition assessments, to determine the feasibility of converting a single project or a portfolio under RAD, Section 18, or Section 22. The analysis will consider all HUD programs available to PHAs to improve the transaction's viability.
  • Create an asset repositioning strategy for each PHA client by assessing their long-term goals and mission; consider the impacts on the residents, staff, Board of Directors, and organization overall.
  • Establish a strategic planning process to determine transaction timelines. Considerations include transitioning from Public Housing to Section 8, Section 18 Demolition-Disposition, using low-income housing tax credits (LIHTC) in the development process, and others.
  • Liaise between the PHA, HUD, and other members of a development team. Manage relationships with various stakeholders, including clients, staff, and entities involved in the transactions.
  • Work with the D3G Consulting team, Housing Preservation Services directors, and others to facilitate the team's growth and project-scope capabilities.

Requirements:

Required Qualifications

  • Bachelor’s degree in accounting, Real Estate, Finance, Urban Planning, Public Policy, Community Development, or a relevant field; a combination of education and professional experience in affordable housing, community development, or public policy will also be considered.
  • Considerable experience (3+ years) working with the U.S. Dept. of Housing and Urban Development (HUD) and public housing authority programs.
  • 2+ years with the Rental Assistance Demonstration (RAD) program and/or Section 18 Demolition Disposition process.
  • Demonstrated experience in multi-family real estate transactions with an understanding of development pro forma and operating performance financials.
  • Excellent problem-solving and analytical skills.
  • Demonstrated advanced communication and project management skills.
  • Proficiency in Microsoft Suite, particularly Excel.
  • Commitment to continuous learning to stay current regarding applicable repositioning and financing strategies.
  • Display a sense of urgency, commitment to quality, and timely completion of duties.


Preferred Qualifications

  • Experience with affordable housing funding sources, including LIHTC, FHA, and state housing finance authorities.
  • Exceptional client service skills.
  • Comprehensive knowledge of HUD housing choice voucher programs.
