General Description
The successful candidate will perform as a senior Oracle Database Administrator for the Air Force’s Program and Budget Enterprise System (PBES), providing development, operational, and sustainment support ensuring the system is fully functional and available.  The successful candidate will perform and/or direct the performance of software installation, configuration, and troubleshooting across multiple instantiations of Oracle transaction databases, databases supporting Oracle’s Hyperion Financial Management/EPM software solution, and business intelligence solutions using Oracle’s OBIEE data warehouse solution. In addition, the candidate will be required to periodically support the PBES Sustainment Help Desk, providing Level 2 and 3 support to production users as part of day-to-day program execution. In addition, the candidate will support the stand-up and sustainment of the PBES Development and Test environments in AWS. Other activities will include data modeling and performing Oracle database updates based on functionality updates, investigation into system outages, performing data refreshes, security patches, software, and hardware updates, and performing document development.  Responsibilities further include performing data analysis and evaluation, developing data migration strategies, performing data cleansing activities, performing data migration, monitoring production database performance, and recommending and executing database performance tuning.

Duties and responsibilities
The successful candidate will participate in the sustainment of the PBES technical infrastructure, including performing updates to the configuration and design of multiple databases associated with the Oracle EPM solution, performing maintenance, and patching of Oracle databases, and providing monitoring support to ensure that the production, test, and development environments are fully available. The candidate will be responsible for the quality control and auditing of databases to ensure accurate and appropriate use of data. They will work with management to develop database strategies to support organization requirements; consult with and advise users on access to various databases; work directly with users to resolve data conflicts and inappropriate data usage; direct the maintenance and use of the corporate data dictionary; provide second-tier support to end-users through participation in the PBES Sustainment Help Desk; and handle problems that the first tier of help desk support is unable to resolve.  The candidate may interact with network services, software systems engineering, and/or applications development to restore service and/or identify and correct core problems. They will also simulate or recreate user problems to resolve operating difficulties; recommend system modifications to reduce user problems; and maintain currency and the highest level of technical skill in their field of expertise.
Specialized Knowledge
  • Perform as an Oracle Database Administrator and programmer.
  • Perform installs, upgrades, security patches, security STIGs, backup and recovery, data migration, data modeling, and coding.
  • Use in-depth knowledge of database management systems and consult on technical matters for application development projects.
  • Assist in the evaluation and selection of implementation options.
  • Prepare and review logical and physical database designs.
  • Must have a strong background in database planning, evaluation of database configuration changes, database resource allocation, database problem resolution, database code development, and database maintenance.
  • Provide service desk support for Tier 2 & 3
  • Assist in test setup and changes required because of testing.

Education
Bachelor’s degree in computer science, management information systems, or related field.

Professional Certifications
An active CompTIA Security+ certification is required.

Clearance
An active U.S. Secret Security Clearance or the ability to obtain said clearance is required.

Experience
A minimum of 5 years senior database administrator experience focused on database management, system maintenance (patching, etc.), data migration strategy development and execution, and data cleansing tasks.

U.S. Citizen or Similar
Must be a U.S. Citizen

Skills and Abilities
Experience with database management of Oracle databases.

Other Characteristics (e.g., Personal or Language)
Must be a self-starter with the ability to manage work efforts with minimal leadership oversight. Must also have excellent time-management skills as well as excellent oral, written, and communication skills. Must be able to work in a team environment with members that include personnel from other companies, Government program management and administrative personnel, and technical staff members.

Working conditions, including location
This position requires a combination of remote work plus one to two days per week working at the Pentagon, Washington DC supporting the Sustainment Help Desk.
Client duty hours are Monday through Friday.
