RN Clinic Manager – Rural Health Clinic – Full Time

Job Description:

PATIENT POPULATION:

The patient population served can be all patients including geriatric, adult, adolescent, pediatric, and newborn. This also includes services which affect facility staff, physicians, visitors, vendors and the general public.

POSITION SUMMARY:

The RN Clinic Manager supports the VP of Professional Services and in conjunction with the Administrative Director in providing leadership over the RHC owned, licensed, or managed by Sierra View Local Health Care District. The Manager contributes to the organization’s mission and strategic objectives, with direct responsibilities and clinical oversight, not limited to: policies, procedures, programs, QA/PI, of the organization. Additionally, this individual will be a direct report for the Terra Bella RHC, and all future RHC's started by the district. This position is expected to guide the coordination of multiple departments to organize cross functional teams to remove barriers. This position will ensure operational efficiency, develops and monitors the annual operating budget, and follows through with implementation, monitoring and reporting on all clinical objectives. This position will work closely with Staff on all process improvement and regulatory initiatives. Collaborates with external resources and centralized staff to proactively problem solve and continuously improve the services delivered under Sierra View Local Health Care District. This position will accept responsibility in supervision, administration, and education for the RHC and its staff. This position will also perform general and unit-specific clinical skills. Must follow AIDET and accept reassignments and additional duties, when necessary, in a flexible and positive manner.

Must be able to work normal/scheduled working hours to include Holidays, call-backs, weeknights, weekends, and on-call. Agrees to participate, as directed, in emergencies and community disasters during scheduled and unscheduled hours. As a designated disaster service worker you are required to assist in times of need pursuant to the California Emergency Services Act.

EDUCATION/TRAINING/EXPERIENCE:
Combination of required experience and education:

• 2 years of experience in a management role along with a Bachelor's degree in a related field is required OR 4 years of experience in a management role along with a national certification in a related field as determined by the respective VP within 90 days of acceptance of the position (time frame for completion of the certification will also be determined by the VP). A Master's degree in Healthcare Services or Business Administration, Public Health or related field preferred.

• Experience working planning, directing, coordinating, and managing people and policies. A successful leader in this position must be well-organized, open-minded, decisive, and flexible. Prior Outpatient Clinic managerial experience is preferred.

• Effective communication and facilitation skills required. Experience in developing a patient-centered and physician-friendly culture.

• Strong track record of industry practices, theories, and policies involved in business and finances of RHCs, and 1206-D Clinics. Track record of maintaining daily operations, implement strategies for growth, and coordinate the use of resources. Experience collaborating with other healthcare organizations, local, state, and federal agencies, and community partners.

• Familiarity with information systems, regulatory compliance issues, particularly for HRSA and the Operational Site Visits components.

• Working knowledge of data analysis and performance/operation metrics, as well as process improvement methodologies.

• Proven experience with Federally Qualified Health Centers, and other OP Clinics.

LICENSURE/CERTIFICATIONS:
To perform this job successfully, an individual must have and maintain current licensure as a Registered Nurse in the state of California. Must have and maintain current BLS certification or obtain within orientation process, prior to hands-on patient care.

Responsibilities and Essential Functions:

3. * Supports and directs the overall clinical operations of the OP Clinic by providing guidance and oversight of operations through leadership and oversight.
4. * Accountable for setting and achieving each department's respective operational accountabilities including: quality, financial, access and service in collaboration medical staff leadership and department manager(s).
5. * Under direction and strategic plan initiatives; plans, organizes, supervises, coordinates and administratively directs the services of the health center sites and ancillary services; performs service delivery planning, development and monitoring of budgets, evaluation and program policy development; and performs other work as required.
6. * Works with Leadership team in developing and meeting strategic goals in response to federal/State health care reform to ensure patient care access through improved utilization of facilities and efficient and effective operational practices.
7. * Analyzes and reports on costs, operations, and forecasts data on services and program activities in coordination with the fiscal department and senior leadership to monitor progress in meeting program, fiscal, operational and strategic targets.
8. * Recommends staffing levels of clinical staff to be employed, participates in their recruitment, interviewing, and selection, and recommends termination of employment when necessary. Manages and oversees assigned personnel including staffing, orientation and training, performance management, and completing competency assessments.
9. * Reviews provider schedules and patient scheduling on a regular basis and collaborates with other management staff to assist in adjusting support staff as needed to meet provider demand, as well as patient demand.
10. * Develops a trained workforce meeting cultural, language, patient centeredness and skill competencies necessary for providing excellence in patient and staff experiences, as well as achieving excellence in productivity and industry standards.
11. * Participates in the continuous development, administering, and monitoring of a corporate compliance program designed to establish a culture within the organization that promotes prevention, detection and resolution of instances of conduct that do not conform to Federal and State laws and requirements, as well as the organization’s ethical and business policies and procedures; this includes compliance with The Joint Commission, HRSA/BPHC, CMS, HIPAA, DHCS, etc.
12. * Coordinates and maintains the environment for assigned units in conjunction with the Safety Officer, including performance of fire and emergency drills, life safety checks, equipment checks, and other monitoring activities as outlined in the Environment of Care plan.
13. * Coordinates with clinical leadership on patient care issues as requested/necessary, including patient satisfaction, complaints, and grievances.
14. * Collaborates with Hospital leadership to oversee Quality Improvement (QI) and to implement effective QI programs for monitoring of operations as set forth in the Quality Improvement plan. Works in partnership with divisional leadership, when necessary for interdisciplinary positions.
15. * Participates in grants management activities and in making recommendations to apply and fulfill grant requirements and expectations, such as Health Resources and Services Administration (HRSA) grants and other federal, state, and local funding opportunities.
16. Ensure information systems are fully utilized, with optimal integration for system effectiveness and efficiency, utilizing data to make meaningful management decisions.
17. Participates in marketing and public relations efforts to promote services to key individual groups and to the community at large.
18. Ensures the smooth implementation of changes within the health center environment by communicating and working closely with interdepartmental and programmatic managers to ensure functional working relationships within the organization.
19. Actively participates in achieving and maintaining department compliance with all state, federal and third party regulatory agency standards. Is accountable for maintaining the department at “Survey Ready” status at all times.
20. Demonstrates continuous improvement in measures specific to your department that benchmark the Organization’s performance against national standards and result in maximum reimbursement to the Organization.
21. Creates, maintains, updates and revises department policies and procedures utilizing Evidence-based Practice via research. Reviews all policy and procedures at least annually.
22. Serves as a Clinical Resource and provides direction in patient care when working with all staff.
23. Proactive disciplinary actions: Collaborates, coordinates and facilitates disciplinary actions timely
24. Maintains and develops files for employee competency. Ensures attendance by all appropriate staff at competency meetings. Actively participates in development and implementation of Nursing Division Competencies.
25. Maintains master schedule, dailies and all schedule changes. Works closely with staff to ensure appropriate staffing at all times. Replaces staff for sick calls, vacations or other emergencies.
26. Is responsible for accurate and complete payroll processes. Ensures that all job codes are accurate for each individual employee.
27. Monitors staff compliance with computerized documentation including meeting the Acureg Score Card expectations, "A" grade. Must recommend remedial training as necessary.
28. Work with Marketing and other SVMC Departments and local agencies/organizations in organizing outreach events and programs.
29. Is responsible for analyzing, recruiting, and onboarding Specialty Providers.
