Summary
Coordinates and executes health, safety & environmental programs to ensure practical, effective and cost-effective measures are in place within the workplace. Promote and foster a workplace with a positive and strong Safety Culture, ensuring employees are accountable and responsible for health, safety and environmental conditions and practices. Works to ensure compliance with government laws, regulations and Forum policies. Handles difficult, complex assignments involving performing and/or overseeing audits and inspections. Assists management to develop procedures based on regulatory and/or client requirements. Assists in responding to inquiries or complaints from clients, regulatory agencies and/or community groups. Performs reporting, risk assessments, auditing and conducts all HSE related activities at designated locations. Ensures operations are conducted in a safe and efficient manner and in compliance with local legislation, laws and company policies by integrating and implementing company and third-party HSE policies and procedures. Performs post incident investigations and communicates with HSE Manager and others until all action items have been closed. Utilize investigation findings to develop post-accident PowerPoint and present to internal Incident Review Board. Files HSE documents and participates in job risk analysis and continuous improvement activities. Works under minimal supervision. Must be self-motivated and possess a thorough understanding of job responsibilities and expectations. Some decision making can be made independently but must willing participate in team-based decision making. Requires HSE knowledge and advanced problem solving skills. Handles special projects, as assigned.
Job Duties/Responsibilities
- Articulate and execute Operational strategic HSE direction with local leadership while supporting overall business goals.
- Develop and facilitate internal HSE programs and processes such as: training, audits, inspections, behavior based safety, observations, risk assessments, policy, procedures, etc.
- Participate in and possibly lead divisional focus and improvement teams.
- Acts as technical advisor to management, teams and other functional groups to facilitate towards continual HSE improvements.
- Ensure local legal, business and client requirements are met.
- Facilitate/Supervise SSE (Short Service Employee) and Mentor Training Program
- Facilitate/Supervise all local, state and federal environmental reporting. Including but not limited to; Storm water runoff, Air Emissions, Tier II & TRI Reporting.
- Accompany/Supervise visitor inspections, including but not limited to; local, federal, and state officers.
- Recordkeeping of documents required by local, state and federal regulation/law.
- Serve as a Team and/or Lead HSE Management System conducting cross business unit audits with report preparation, communication, and corrective action tracking.
- Work with Corporate HSE on specific compliance initiatives such as Environmental VOC Reporting, TRI, Tier 1 and 2 requirements and federal and state environmental regulations, post-accident case management, etc.
- Provide HSE coaching and mentoring for site personnel and leadership.
- Participate in project planning and change management activities to identify HSE issues and opportunities with goal to eliminate and control risks.
- Analyze site trends and root causes to present plans and suggestions to improve controls.
- Identify root cause and corrective actions for incidents, audits and observations - analyze trends using research, and best demonstrated practices to address those findings.
- Case Management from start-to-finish, which may require work outside of scheduled working hours.
- Work with divisional peers on development of HSE processes and initiatives.
- Communicate with external and internal customers.
- Set up location HSE teams and roles and then provide continuing support for those identified.
- Prepare local HSE budget and provide input for site requirements.
- Create simple communications for plant floor and operational levels.
- Maintain and report necessary internal and external statistics, data and reports for responsible sites.
- Must be able to interpret MSDS information to make proper determination of such things as PPE, environmental concerns, etc.
- Handles and may lead special projects, as assigned.
- Champion internal Safety Committee(s) - including but not limited to scheduling and facilitation.
Skills/Knowledge
- Thorough understanding of OSHA regulations and the regulatory process.
- Strong analytical skills.
- Strong verbal and written communication skills.
- Ability to effectively interact with all levels of management.
- Strong presentation and training skills.
- Computer Skills including but not limited to Microsoft office suite.
Education
- Bachelor’s degree preferred
- Associate level HSE Certification preferred.
Experience
- Bachelor’s degree with 3-5 years of related experience or 5-6 years of experience in an industrial manufacturing and fabrication environment.
