Expansions in each program, including a new Dental Residency Program and a brand-new multifunctional complex, are currently under development. The Medical Director will serve the local community as a practicing physician and as provide clinical oversight to a team of more than forty doctors, nurse practitioners, and support staff. Valley View Health Centers is devoted to supporting the mission of The Community Action Committee of Pike County to improving the well-being and independence of those we serve; by “providing access to affordable, high-quality, integrated health care for all.” We deliver adult and pediatric primary care, behavioral health, dental, and vision services throughout the Appalachian region of Southern Ohio. We operate seven center locations located in Adams, Jackson, Pike, and Scioto counties, focused on growing Healthy Communities.  

Position Impact and Purpose…

The Medical Director provides leadership and expertise in the areas of clinical practice standards, service delivery, and compliance aspects of the health center.

Functional Area:  Clinical Practice Leadership Estimated Effort: 60%


Responsibilities, Deliverables, Outcomes and Expectations

 

·         Provides oversight of all health care services delivered by providers licensed by the State Medical Board of Ohio or the Ohio Nursing Board of Nursing in compliance with all applicable laws and regulations, including, without limitation, HIPAA; HRSA; Medicare and Medicaid; Federal and State prescribing and credentialing standards; Federal and State wage, hour, and labor laws; Ohio Department of Health rules and regulations; and Valley View Health Center policies, procedures, and practice standards

 

·         Responsible for oversight and direction for continuous quality improvement (CQI), as it relates to clinical services and patient safety. Key elements include the CAC Quality Improvement Plan; annual updates to the plan, its goals, and priorities; periodic reports on progress toward meeting plan goals; integration of practice standards into plan goals and objectives; a peer review component addressing individual provider performance and addressing quality of care, patient satisfaction; and accuracy of the documentation of care

 

·         Establishes, updates, and maintains clinical and administrative policies and procedures applicable to practice at CAC, including, without limitation, practice standards, accurate and complete EMR documentation, patient satisfaction, and similar practice parameters, all in compliance with applicable law and regulation, CAC policy, and generally recognized professional standards and guidelines; also keeps informed of emerging areas for policy and procedure development and implementation.

 

·         Conducts situational review and investigation of provider credentials and qualifications when CAC is notified of potential board actions, suspensions, or revocation of licensure

 

·         Manages provider performance, in close collaboration with VPHCO, in accordance with provider employment contracts, the current approved business plan and budget, CAC policies and procedures, the CAC Code of Conduct, the CAC Compliance Plan, and applicable legal and regulatory requirements

 

·         Ensures the assessment and documentation of designated key competencies of all clinical staff and addresses deficiencies through appropriate training. Develops, implements, and oversees appropriate training programs for medical and behavioral health providers and clinical staff on an ongoing basis to address required training under applicable legal, regulatory, certification, or accreditation programs, or as required by the terms of any grant for delivery of services to patients, or to address identified new competencies important to maintaining excellence in the programs and services offered to patients.

 

·         Provides a written performance evaluation of licensed providers and manages a process ensuring all licensed providers receive consistent performance feedback throughout the term of individual provider agreements

 

·         Collaborates with VPHCO to maintain a current Medical and Behavioral Health Provider Staffing and Practice Plan that establishes scheduling standards and management principles within current budget parameters in compliance with provider contracts, CAC policy, and applicable law while facilitating achievement of quality and productivity targets.

 

·         Actively participates in recruitment of health care providers in coordination with Human Resources and Executive Leadership

 

·         Monitors compliance with workplace policies, procedures, schedules, laws and regulations as they relate to the delivery of health care services to help maintain a productive, effective, safe, secure, and legal work environment

 

·         Facilitates CAC’s participation as a site for the HRSA Teaching Health Center Planning and Development Program, as well as other emerging Teaching Health Center initiatives

 

·         Participates in identifying grant opportunities to support patient services and programs, as well as the application and advocacy for appropriate grants, implementing programs for grants awarded, and managing grant requirements and deliverables applicable to medical operations, including collection and timely submission of information to other CAC staff preparing reports required by respective grants

 

·         Takes initiative to address patient concerns and problems with high degree of quality standards and patient satisfaction focus

 

·         Maintains a current and unencumbered license to practice medicine in the State of Ohio, as well as federal DEA and state CSR registrations, and maintains current Board certification in the MD primary area of medical practice

 

·         Maintains expert personal proficiency in use of the VVHC electronic medical record and supports individual providers in achieving and maintaining a high level of proficiency leading to thorough, accurate, and timely documentation of all patient care provided

  

·         Maintains professional and technical knowledge by participating and completing CAC training and external educational opportunities. Stays informed of policy, compliance and legal expectations affecting clinical practice.

 

·         Serves on the Valley View Administration and CAC Senior Leadership Teams and serves either directly, or through delegated representation with CEO approval, on the Board Strategic Planning Committee, the Board Quality Committee, and the Board Compliance Committee.

 

·         Collaborates with the Board and Executive Leadership Team in strategic planning and in annual business planning and budget development; communicates developing plans and goals with providers to obtain their input; and takes a leading role in goal setting for primary practice operations and implementing approved plans and budgets

 

·         Represents CAC on committees and advisory bodies as needed for organizations such as the Ohio Association of Community Health Centers.

 

·         Provides medical advice and guidance to the policies, procedures, and practices of the CAC employee health and wellness program.

 

·         Works collaboratively with other members of the CAC Executive Leadership team, peer providers, providers in other professional programs, the CAC Board of Directors, and staff in general, as well as with other healthcare and community and government program and agency representatives and funders.

 

·         Appropriately communicates organization information, including new policies and procedure changes, through department meetings, one-on-one meetings, and appropriate email, and regular interpersonal communication.

 

·         Works collaboratively with other members of the CAC Leadership team, peer providers, providers in other professional programs, the CAC Board of Directors, and staff in general, as well as with other healthcare and community and government program and agency representatives and funders.

Responsibilities, Deliverables, Outcomes and Expectations

 

·         Maintains a current and unencumbered license to practice medicine in the State of Ohio, as well as federal DEA and state CSR registrations, and maintains current Board certification in the MD’s primary area of medical practice.

 

·         Maintains a professional practice within professional scope of practice or licensed specialty focus within the Valley View system

 

·         Meet and maintain productivity goals as designated within individual provider agreement; maintain a consistent patient base within the Valley View system and service area

 

·         Provides excellent patient care, ensuring patient understanding and active participation in care planning consistent with CAC’s mission, vision, and values

 

·         Serve as brand ambassador, servant leader and mission advocate in all interactions with stakeholders, funders, local and area leaders, and government officials at all levels


Minimum Requirements…

Education: 

M.D. or D.O. with current Ohio medical license in good standing and with no history of disciplinary action against license in any jurisdiction.

Current Board Certification, preferably in a primary care specialty such as Family Medicine (with or without OB), Internal Medicine, or Pediatrics.

Job-Related Experience:

Minimum of five years of successful medical practice in a primary care setting. 

Knowledge and basic proficiency in the core regulatory and standards areas of HIPAA, Bloodborne Pathogens, Infection Control, Life Safety, medical documentation, Primary Care Medical Home, Patient Rights, HRSA Compliance Standards, employment law, and similar 

 

Basic proficiency with general office procedures including use of computer and EMR, faxing, and use of electronic databases and applications.

 

Working understanding of value-based purchasing and risk-based contracting.

 

People Management Experience:

At least 3 years of experience managing people, including coaching, mentoring, evaluating performance, and inspiring excellence.

Licenses, Certifications, and Accreditations:

Ohio medical license.


Preferred Qualifications…

Preference given to candidates with experience in a Federally-Qualified Health Center (FQHC)

Preference given to candidates with public health experience


Working Conditions…

·         Within normal limits of position, must have necessary manual dexterity to perform all required procedures in accordance with applicable standards and regulations

·         Must have necessary visual acuity, hearing and speaking skills to perform all required procedures

·         Position will be scheduled based on operational need; work is mostly indoors, and normal office worker safety precautions and practices are required

·         This position performs tasks that involve exposure to blood, body fluids, or tissues, and may be exposed to patients' conditions, unpleasant sights or odors, and/or infectious diseases including viral and bacterial infection from patients and specimens in working environment; normal medical safety precautions and practices are required; employees are required to submit to a Tuberculin skin test upon hire, and provide immunization records to include, proof of MMR; all employees are offered the opportunity to receive the Hepatitis B vaccination series, Influenza and Tdap immunization.

·         Periodic travel to other clinic sites in order to operate motor vehicles on CAC business, must have a valid driver’s license, and

must maintain insurability within the requirements of CAC’s insurance provider

·         Work regularly scheduled Monday - Friday, although some weekends and evenings may be required to work with needed programs and services, and to meet deadlines
