Mandatory Skills:

  1. Minimum of seven (7) years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools.
    • At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT projects.
  2. Possession of a bachelor's degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. If a staff person does not have a bachelor's degree, four (4) additional years of mandatory experience #1 can be submitted in lieu of the bachelor's. A total of 11 years of experience will be required for #1.
  3. Possession of a valid Project Management Professional (PMP) certificate from the Project Management Institute (PMI).
  4. Minimum five (5) years of experience in IV&V, oversight, quality assurance, or project management within IT projects. Experience must include applying Institute of Electrical and Electronic Engineers (IEEE) Std.1012 (System and Software Verification and Validation).
  5. Minimum five (5) years of experience in Agile software development life cycles, project management methodologies, and quality assurance processes.
  6. Minimum two (2) years of experience with any two of the following tools:
    • Jira;
    • Q test;
    • Automate Pro; or
    • Application Lifecycle Management (ALM).
  7. Minimum two (2) years of experience in projects with Data Privacy and Data Security relevant to state and local government projects.
