The Assistant Director (AD) of KC is a responsible professional program-planning and management-and-supervisory position for community programs in various sizes and configurations in The Arc of the Ozarks. The AD is responsible for assisting the Program Director in evaluating and planning programs to serve individuals with Dual Diagnosis in accordance with Arc of the Ozarks established long and short-term goals and provide administrative coordination of special programs and grants.

The Kansas City Division primarily supports individuals who have a dual diagnosis. These individuals have some form of Intellectual Disability/Developmental Disability as well as a Psychiatric/Behavioral Diagnosis. These individuals are prone to exhibiting impulsive behaviors, poor decision-making, and verbal/physical aggression. Behavioral Observation and Assessment and Crisis Intervention and Prevention Skills are used on a daily basis.

The AD functions as the Qualified Developmentally Disabled Professional (QDDP) with overall responsibility for the development, implementation, coordination, and evaluation of individual habilitation plans adapted to the needs of residents in Kansas City group home and other Kansas City residential facilities (ISL) and, when assigned, assumes the responsibility of the Program Director in the absence of the Program Director. Work includes supervision and direction of the Kansas City group homes and other Kansas City residential facilities (ISL) and Kansas City programs (Community Integration, Supported Employment) operated by The Arc of the Ozarks. Additional responsibilities include the development and monitoring of individualized habilitation plans for individuals residing in Kansas City facilities operated by The Arc of the Ozarks; the design, evaluation, and monitoring strategies for the delivery of effective programs, assuring that standards for licensure, certification and/or accreditation are met and maintained; and supervising assigned staff, program supervisors and team managers, in implementing active treatment programs. The employee consults with administrative officials, program staff, and other facility employees and outside agencies in coordinating and implementing The Arc of the Ozarks Quality Assurance Program. General supervision is received from the Kansas City Program Director or other designated superior; however, the employee is expected to exercise independent judgment and initiative within the limit of established guidelines and procedures. The work duties outlined in this job description are general in nature and are not intended to capture all of the duties the position entails.

Essential Job Functions

The individual in this position will be responsible for the day to day operations of the Kansas City Department. This individual will be responsible for strengthening internal communication in the Kansas City Department.

Serves as a QDDP with overall responsibility for supervising staff in the delivery of each individuals served plan of care, including training and habilitation services; integrating the various aspects of the facility's program; recording each resident's progress; and initiating periodic reviews of each individual resident's habilitation plan.

When assigned, assumes the responsibility of the Program Director in their absence. Participates with the appropriate Vice President and other administrative staff in the formulation and implementation of administrative procedures, rules, and regulations pertinent to program services.

Participates in activities relating to the development, coordination, and implementation of a

Quality Assurance Program, encompassing all aspects of habilitational programming offered by

The Arc of the Ozarks, and helps maintain a quality assurance plan approved by the President/CEO and the Board of Directors of The Arc of the Ozarks.

Keeps the Program Director and/or appropriate Vice President informed through periodic reports concerning various phases of their program responsibility.

Assists the Program Director in supervising the Kansas City programs for The Arc of the Ozarks. Directs and supervises the Residential, Group Home, and Community Support Programs for individuals served on the Kansas City Teams.

Assists in chairing and directing an interdisciplinary team in the development and evaluation of individualized habilitation plans for assigned program participants in cooperation with representatives of the local Missouri State Department of Mental Health Regional Center.

Designs, constructs, and participates in the development of programs that meet long and short‑range program planning goals; implements, coordinates, and evaluates habilitation programs adapted to the individual needs of all assigned program participants; and prepares summary reports for habilitation plans.

Coordinates individual and group program activities for all program participants; schedules habilitation plan implementation and monitors resident participation and progress; and prepares

necessary reports, records as well as supervises these functions.

Reviews reports and related information developed by interdisciplinary team members and supervises and monitors changes in habilitation treatment plans.

Cooperates with other service providers and state departments in ensuring sufficient and appropriate services for each assigned program participant.

Evaluates the overall quality of services provided through studies and reports and makes recommendations to the Program Director/Executive Vice President.

Investigates reports of infractions of the rules; complaints of residents, parents, and/or guardians and employees; and takes appropriate action or refers problems to the Program Director/Executive Vice President or other responsible official for resolution.

Responsible for positive landlord relationships, ensures proper move in and out procedures are followed. Maintains and tracks client leases.

Performs related other work as assigned.

SUPERVISION

Supervises residential program supervisors (QDDP’s), managers and assistant managers, direct care, and other staff in implementing individualized habilitation plans for assigned program participants; observes staff interaction with all of the assigned program participants; and prepares performance evaluations of all assigned Program Supervisors.

Required Knowledge, Skills, and Abilities

Ability to work varied and flexible hours and to accept and adapt to changes in assignments, methods, policies, etc.

Considerable knowledge of modern behavior-modification principles and practices, and cognitive behavior management techniques as they apply to habilitation programming for those with intellectual disabilities and other developmental disabilities.

Considerable knowledge of the behavioral sciences and allied disciplines involved in the evaluation, care, and habilitation of persons with intellectual disabilities and other

developmental disabilities.

Considerable knowledge of the principles of supervision and training as applied to habilitational programming.

Ability to plan, coordinate, and adapt a variety of habilitation program activities to meet the specialized needs, abilities, and conditions of each program participant.

Considerable knowledge of community-based programs of all disciplines for the care and the treatment of individuals with intellectual and other developmental disabilities.

Ability to direct, coordinate, and supervise harmoniously the work of professional and non professional employees.

Ability to assign, direct, and review the work of subordinate staff involved in the implementation of habilitation programs.

Ability to collect and analyze information in making decisions concerning treatment for each individual resident.

Ability to evaluate the progress of individuals served and the quality of a variety of habilitation programs.

Ability to develop effective and practical individual habilitation plans and related program procedures.

Ability to communicate effectively in oral and written form.

Ability to establish and maintain effective working relationships with program participants, subordinates, and other facility staff.

Ability to work as a direct contact staff with individuals served, to demonstrate needed behavior for direct contact staff.

Actively participates as a member of a committee and all associated responsibilities; or teaches a class as designated by the training department.

A licensed and insured driver, with ability to obtain a Missouri Class E driver license

Minimum Experience and Training Qualifications

Strongly prefer candidates with prior experience as a Program Supervisor or comparable position.

Prefer candidates with bachelor’s degree in human services field. For candidates with a bachelor’s degree, four years of directly related professional experience (two of which must be in a management capacity) in working with persons with autism spectrum disorders, mental illness and/or other disabilities which must have been involved in the provision of community-based programs for persons with autism spectrum disorders, mental illness and/or other disabilities.

Relevant experience may be substituted for bachelor’s degree. For candidates without a bachelor’s degree, must have seven years relevant experience in the field (five of which must be in a management capacity.)
