JOB SUMMARY:

Supervises Planners and Planning Technicians. Oversees commercial and residential building permits and land development permit (LDP) reviews. Researches and evaluates land use, zoning, and development applications to provide staff support for the Planning Department. Advises public on zoning, conditional use, and variance applications and conducts detailed review for Staff recommendation.

MAJOR JOB RESPONSIBILITIES (incumbents may not perform all duties):

Supervises and provides day-to-day support for Planners and Planning Technicians.

Oversees commercial and residential building permits and land development permit (LPD) reviews for compliance with zoning ordinances and applicable zoning conditions.

Assists the public by researching zoning and development cases. Evaluates suitability of requested zoning changes, explains procedures for obtaining permits, and advises applicants of constraints and opportunities.

Assists with preparation of legal ads, staff reports, and provides support to the Principal Planner and Planning & Zoning Administrator.

Develops code amendments as needed, and maintains records and reports on zoning and permit statuses.

Assists with preparation of Comprehensive Plan updates and other technical reports.

Reviews business licenses applications and residential grading permits for compliance with zoning ordinances.

Attends Planning Commission meeting and provides guidance to applicants following zoning action

Represents the Department at various local and regional planning events.

Coordinates with contractors, developers, and other County staff to review various plans and analyze site limitations.

Performs other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor’s degree in City Planning, Regional Planning, or related field.

Three years of related experience. Experience in zoning administration and comprehensive planning is desired.

Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.

Licenses and Certifications:

Valid Class I Driver's license and a satisfactory Motor Vehicle Record (MVR).

Knowledge, Skills, and Abilities:

Knowledge of comprehensive planning principles, including forecasting and project feasibility analysis.

Knowledge of cartography, cadastral mapping, and surveying fundamentals.

Knowledge of site planning and urban design principles and practices.

Knowledge of Georgia land use laws and local regula­tions.

Ability to use personal computer in research and analysis for record management and statistical reporting.

Ability to deal courteously and diplomatically with the general public.

Ability to communicate clearly, effectively, and professionally through e-mail, orally, and in writing.

Ability to read zoning maps and legal descriptions.

Ability to prepare and present a variety of concise reports for oral and written presentation.

Ability to read and interpret site plans, specifications, and blueprints.

Ability to handle stressful or hostile situations with tact and courtesy.

Ability to make independent decisions and to use sound judgement.

Ability to interpret and enforce codes and ordinances with tact, firmness, and impartiality.

Ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.

ADA Minimum Requirements:

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Duties require the ability to use a personal computer and to operate a motor vehicle.

Sensory Requirements: Tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed with occasional exposure to adverse environmental conditions including weather.
