Family Advocacy Program Educator

 

Provide a wide variety of support services to Army Soldiers and their Family members to support their needs as they transition through career assignment/relocation, deployment, family events (e.g., birth or adoption), or family crisis. Services include pre-arrival and re-entry orientation to Soldiers coming back from long-term overseas deployments to Family member abuse intervention, marriage enhancement, and parenting support.

The various components support couples and Families through an intensive and comprehensive combination of services throughout the Family cycle. They incorporate interventions which may include role modeling, mentoring, pregnancy and parenting education, support groups, individual and couples’ intervention, and information and referral to other military and civilian resources. These services contribute to mission readiness, support Family adaptation to military life and are designed to enhance the knowledge and skills Families need to form healthy relationships and provide safe, nurturing environments for children.

  • Provides training to 100% of the units assigned to the installation. The training shall include domestic abuse prevention, identification of child and spouse abuse, the dynamics of family violence, the resources available to prevent and treat domestic abuse and the Army’s policy regarding family violence.
  • Provides anger management and stress management class each month using a government provided outline and update these class outlines to ensure they are current.
  • Provides briefings about the services available to the participants of groups such as the Family Readiness Groups upon request. Couple Reintegration Training is specific training provided to returning troops to educate the Soldier about the challenges faced when returning home from theater and after the return of the Soldier from deployment.
  • Facilitates sessions of classes including but not limited to: Prevention and Relationship Enhancement Program, Parenting with Love-n-Logic, Practical Application for Intimate Relationships (PAIRS), Scream Free Marriage, and Scream Free Parenting.
  • Plans and participates in activities during the special-emphasis months of April (Child Abuse Prevention Month) and October (Domestic Violence Awareness Month). Participation includes coordinating with other agencies and service providers, briefing slides that reference child abuse/domestic violence material, providing trainings regarding child abuse prevention to children at local schools, printing materials utilizing government provided equipment and resources, and assisting with set-up of seminars. Assisting with set-up includes placing and arranging chairs, tables and possibly placing light refreshments.
  • Assists in training commanders and first sergeants during the annual Command Team Seminar and provide annual dynamics of family violence training to all troops in keeping with the guidance outlined in AR 608-18.  Also assist in providing desk side briefs and training to new commanders and command team.
  • Trains all Child Youth and School Service (CYSS) personnel who work with children on the causes and effects of child abuse and neglect, the identification of child abuse and neglect, and the reporting responsibilities.
  • Provides education and conduct workshops on the entire Family Advocacy Program to include options counseling, crisis intervention, and victimology.
  • Coordinates development of relationship enhancement activities including delivery, scheduling, advertising, and preparing a lesson plan, and coordinating childcare for attendees.
  • Assists in conducting Active Parenting/Teen Challenge programs.
  • Monitors the 287-CARE hotline and provide crisis intervention by responding to calls received.
  • Provides crisis intervention and prevention services to resolve and/or prevent a variety of issues related to domestic or family violence. The problems shall be tracked using the Army Family Web Portal (AFWP) as mandated by AR 608-18.
  • Coordinates with community agencies, in accordance with agreements for both on and off support agencies, to ensure that comprehensive victim services and training are provided through a coordinated community response to domestic abuse victims. The community includes, but is not limited to, the Directorate of Public Works, the Directorate of Emergency Services, the Office of the Staff Judge Advocate, and Social Work Service.

Responsibilities

  • Contractor personnel supporting this requirement shall possess working knowledge of military protocol when addressing Officers, Non-Commissioned Officers (NCOs) and government personnel.
  • Contractor personnel shall be able to effectively interface and communicate with civilian and military personnel at all levels.
  • Personnel serving the program shall have a minimum of two years of experience in domestic abuse victim advocacy.
  • Bachelor’s degree from an accredited school in social work, psychology, marriage, family, and child counseling, counseling or behavioral science, education, community health or public health.
  • Minimum of one year of experience working in a military Family Support Center (FSR); or civilian social service agency serving military Families.
  • Working knowledge of Family violence dynamics, safety planning, risk assessments, local community resources, and federal and state laws pertaining to domestic abuse, Family law and the Victim Rights Bill.
  • Ability to demonstrate an understanding, sensitivity, and empathy for victims.
  • Ability to develop trusting helping relationships.
  • Ability to work effectively with individuals and Families from diverse racial, ethnic, and socioeconomic backgrounds.
  • Ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense; ability to work independently to assess risk, develop, implement, and evaluate safety and intervention plans to meet victim needs; and the ability to operate within established guidelines of the FAP.
  • Ability to conduct briefings to small and large groups of civilians, Soldiers and commanders.
  • Ability to work cooperatively with military and civilian medical, social service, law enforcement, and legal personnel on behalf of victims.
  • Must possess and maintain a valid, unrestricted motor vehicle license.
  • Ability to perform all contractual duties, which may include transporting, lifting and setting up displays; and standing and walking during activities that involve domestic abuse prevention and response.
  • Computer literacy, including the basic computer skills necessary to enable them to prepare briefing slides and program documentation enter data in required management reports and utilize information systems to prepare required reports and information.
  • Must possess transportation to transport victims in crisis (non-emergent) situations as a last resort.
  • Understanding of the military and DOD.
  • Must speak, read, understand, and write English fluently.
  • Willing to travel within an estimated 50-mile radius of the assigned installation.
