Role Overview:
The client is seeking an Expert Business Analyst to contribute to multiple concurrent and upcoming projects, with a focus on key initiatives such as Enterprise Content Management and LowCode/NoCode Application Modernization and Data Analytics.
Responsibilities:
- Collaborate closely with program staff, vendors, and stakeholders to define project requirements.
- Elicit, analyze, communicate, and validate requirements to ensure clarity and alignment.
- Analyze high-level design recommendations and assess impacts on agency systems.
- Work on complex software in a fast-paced, high-volume environment.
- Utilize effective communication and facilitation skills to achieve stakeholder consensus.
- Deliver oral and written communications to business owners, IT program team members, and management.
- Log, analyze, test, and troubleshoot defects found in test and production environments.
- Provide guidance in the development of test scenarios and internal software training documents.
- Evaluate existing manual test cases and identify opportunities for automation.
- Create manual and automated test plans, cases, and scripts.
- Develop and document internal training materials related to business analysis and testing.
- Serve as a point of contact to manage multiple stakeholder teams and vendors to ensure project alignment.
- Prepare presentations and communications for executives or the board to keep projects aligned with strategic goals.
- Conduct and lead presentations for executives or the board with clarity and confidence.
- Perform quality control throughout project development to maintain expected standards.
- Develop and document internal training materials related to PMO services.
- Leverage agency software to assist in managing the project's Software Development Life Cycle (SDLC).
Qualifications:
- 84 months of experience in Information Technology supporting complex software systems or applications.
- Experience developing requirements, business process flows, fit-gap analyses, or functional design solutions.
- 84 months of experience analyzing complex business processes and creating/reviewing test plans.
- 84 months of experience logging, analyzing, testing, and troubleshooting defects in test and production environments.
- 84 months of experience providing written communications to various stakeholders, including business owners, IT program team members, and management.
- Experience eliciting and writing high-quality functional and technical requirements using project-specific protocols (e.g., use cases, user stories, functional design documents, business design documents).
- 24 months of experience reviewing and contributing to the development or enhancement of quality user interface and user experience (UI/UX), including mobile and accessible application navigation.
- 84 months of experience reviewing and evaluating technical specifications for compliance with business objectives and requirements.
