GENERAL PURPOSE


Responsible for identifying opportunities to improve decision-making, operations, efficiency, and transparency through visualization, analysis, and sharing of geographic information—then implementing cost-effective and reliable GIS solutions to meet Uintah County’s needs. This position also helps to establish and execute a data maintenance program to ensure the accuracy and completeness of the County’s geographic information. This position also performs cartography and spatial analysis in collaboration with departmental requests using GIS software.


SUPERVISION RECEIVED

 

Works under the general supervision of the GIS Administrator.

 

Essential Functions


Maintains the GIS database to ensure consistent and accurate data;

Assists in the creation and updating of a county-wide data maintenance program;

Develops and maintains data layers per a data maintenance program;

Produces web mapping, dashboard, and HUB applications through ArcGIS Enterprise;

Research legal descriptions and analyze information from a variety of sources to develop standardized data for incorporation into the GIS;

Troubleshoots problems with the GIS mapping system, and provides GIS technical support;

Receives cross-training on GIS automation scripting and assists in this area where appropriate;

Analyzes spatial data using ESRI ArcGIS tools and SQL and SQL Spatial queries;

Analyzes and interprets mapping data to verify accuracy and correct errors;

Acts as a technical resource by assisting users with problem resolution for GIS issues;

Assists county staff in identifying the best approaches to perform geographic information analysis and or perform GIS workflows;

Trains other staff in the use and capabilities of GIS;

Collects field data with GPS equipment and Esri’s Field Maps App;

 

Other duties as assigned.


MINIMUM QUALIFICATIONS

1.  Education and Training:

 

     A. Associate degree in Computer Information Systems, Geographic Information Systems, Geography, or a related field;

      AND

     B. Two (2) years of related experience

      OR

     C. Or, an equivalent combination of education and experience.


2.  Knowledge, Skills, and Abilities:

 

Knowledge of ESRI GIS mapping software;

Knowledge of metadata creation and editing;

Ability to perform basic GIS programming and basic scripting;

Ability to create and understand SQL queries;

Ability to establish and maintain effective working relationships;

Strong verbal and written communication skills;

Willingness to foster a team environment and be open to input from others;

Must have strong customer service skills.

3.  Special Qualifications

 

Must possess a valid Utah driver’s license.

UAV Remote Pilot Certification within 6 months of hire.

ability to lift to 60 lbs


4.  Work Environment:

 

The incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing, and seeing. Rapid work speed is required to perform keyboard operations. Common eye, hand, finger, leg, and foot dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking, and guided problem-solving.

Requires sufficient personal mobility and physical reflexes, allowing the employee to accomplish tasks in a general office environment.
