IV&V Program Manager (PM)

Description: The Program Manager (PM) who shall be responsible for all work performed under this SOW. The Program Manager shall be a single point of contact for the Contracting Officer and the COR. The Program Manager is further designated as Key by the Government. The Program Manager shall be the Contractor's authorized representative for the technical and administrative performance of all services required under this Task Order. The Program Manager shall be the first point of contact for Task Order or administrative questions or difficulties that arise related to this Task Order. The PM shall be the primary point through which communications, work assignments, and technical direction flow between the Government and the Contractor.


The Program Manager shall be available during normal hours of operation and during periods of no- notice emergencies, including localized acts of nature, accidents, and military or terrorist attacks, to plan, direct, and control the overall management and operational functions specified herein. The Program Manager shall provide the necessary level of Task Order management and administrative oversight to achieve the quantitative and qualitative requirements of this Task Order.


The Program Manager or alternate shall have full authority to act for the Contractor on all

matters relating to daily operation of this Task Order.


DUTIES:

  • Responsible for the day to day operations of the contract.
  • Provide a detailed plan for coordinating and executing the activities for all Task Areas.
  • Develop a Inetgrated Master Schedule for all tasks and activities.
  • Develop plans, processes, or SOPs to enhance and mature the OT&E IV&V efforts.
  • Develop, implement, and maintain a Program Management Plan (PMP) that demonstrates management and quality controls are in place, and used.
  • Work in collaboration with the COR to establish baselines and set targets for performance metrics and measures for the contract.
  • Review and provide reccommendations and updates to the SF Test Design Plan (TDP), as the approved plan. The plan must be reviewed and modified as needed for each PI. The plan must include:
    • Each TDP must include at a minimum the purpose, goals, scope, IV&V Test Approach and Plan, Test Environment, Personnel, and the Audit Review Report template with the validation steps for each story
    • The plan must identify the identify specific software processes and products covered by the IV&V effort, align to IEEE std 1012.
  • Actively engage and attend, support, and participate in program increment (PI) planning, review, and approval meetings and/or ceremonies.
  • Evaluate and test products (system, software, or program) for any given activity, based on the project schedule or if requested by the SF Branch Manager, CO, or COR.
  • Conduct analysis on results and provide a report and reccommendation if the product meets the requirements for the intended use and need.
  • Identify and provide reccommendations for process improvements and evaluate proposed changes for effectiveness.
  • Develop and provide at a minimum the following reports Weekly, Monthly, Program Management Reviews (PMR), and Ad hoc.
  • Provide Continual reporting of the IV&V efforts and progress.
  • Develop and present OT&E / IV&V results briefing to leadership, stakehodlers, and program and development teams.
  • Develop, implement, and maintain a Program Management Plan (PMP), that includes:
    • Communications Plan
    • Quality Management Plan (QMP)
    • Resource/Staffing Plan
    • Transition Plan
    • Program / Project Closeout
  • Develop and deliver a PMR to the COR, CO, SF Program leadership and stakeholders on a monthly based.
  • Provide IV&V services and support for the client and act as a back up for other team members through out the life of the contract.
  • Perform other duties as assigned.

CERTIFICATIONS: SAFe certification and PMP (preferred)

EDUCATION: Bachelor's degree preferrable in the field of IT, Computer Science, Cybersecurity, or Engineering.

  • Work experience may subsitute in the case that the candidate does not have a degree.

CLEARANCE: Active DOD Secret Clearance and TSA Sutability
