YOUR DAY-TO-DAY WILL INCLUDE:
- Review and interpretation of construction contract documents, drawings, and technical specifications.
- Coordination with internal parties (project managers, engineers, etc.) and external parties (contractors, owners/developers, and regulatory authorities).
- Promoting safety by ensuring adherence to all safety protocols and standards on-site and by all personnel involved.
- In the Field:
- Conduct project site visits to monitor and observe the construction of diverse types of projects, including municipal (roadway, drainage, stormwater), utility (water, wastewater, reclaim water), private (commercial, multi-family, subdivision), and federal (military). This role requires regular travel to multiple sites, primarily within Escambia, Santa Rosa, Okaloosa, and Walton Counties.
- Provide clarification of plan and specification technical requirements to contractors to ensure work is completed accurately and in compliance with project requirements.
- Aid in the resolution of construction challenges through coordination with various parties to define the challenge, develop potential solutions, and ensure implementation in the field.
- Ensure maintenance of contractor redlines for documentation of construction deviations from plans and specifications.
- Attend and contribute to scheduled pre-construction and construction progress meetings.
- Participate in and document equipment testing and startup, such as for sanitary pump stations or water booster stations, ensuring all systems meet operational and performance requirements.
- Coordinate with field crews for survey and testing (e.g., soil compaction, concrete strength testing) as required by the construction contract.
- Perform substantial and final completion inspections.
- In the Office:
- Attend and contribute to weekly (Monday morning) workload prioritization meetings. Virtual attendance acceptable.
- Conduct QA/QC and constructability reviews of plans and specifications for upcoming projects, identifying potential issues after construction begins.
- Prepare daily and/or periodic photo-narrative reports summarizing field observations, capturing key events, issues, and progress, and distribute these reports to internal and external stakeholders.
- Review construction submittals, including shop drawings and materials testing reports.
- Review contractor pay applications and change proposals.
- Prepare photo-narrative punchlists following substantial and final completion inspections.
- Review project closeout documents, warranties and final payment requests.
WHAT YOU NEED:
- Must have 10+ years of progressive experience in construction observation, particularly with projects involving earthwork, underground utilities, stormwater, sitework, and roadway construction.
- Must have a valid driver's license and an acceptable motor vehicle and criminal record.
- Must have a clean background and be able to pass security screenings for access to military installations and school campuses.
- Must have reliable personal transportation for travel to and within active construction sites. There is a potential for a company-provided vehicle to be provided in the future. Personal mileage will be reimbursed at the current IRS rate.
- Must be able to read and interpret engineering plans and specifications.
- Must be able to communicate and effectively coordinate with engineers, contractors, and owners, providing clear, concise, and professional feedback.
- Must be able to organize and execute responsibilities on multiple projects at varying phases of design, construction, and close-out at the same time.
- Must be experienced with Microsoft Word, Microsoft Excel, Microsoft Teams, and either Adobe Acrobat or Bluebeam Revu.
- Must be willing and able to climb ladders, routinely travel and traverse uneven, unpaved terrain, and work outside for extended periods of time on construction sites.
- Must be willing to work occasional nights, weekends, and/or overtime, when required. This is not expected to be a regular requirement for this position.
WHAT WILL MAKE YOU STAND OUT:
- Two-year technical degree in a related field.
- 20+ years of relevant and progressive experience
- Demonstrated proficiency with Microsoft Office Suite (Word, Excel, Teams) and Bluebeam, with the ability to quickly learn and adapt to new software tools.
- Familiarity with local (City, County, Utility Franchise), state (FDOT), and/or federal (UFC) construction standards
- Certifications in Asphalt Roadway Paving, Asphalt Plant Inspection, Class 1 Concrete, Soils and Aggregate, Earthwork, Nuclear Gauge Testing, Maintenance of Traffic, NPDES/SWPPP, or ADA compliance, from a state highway department, nationally recognized institution, or another reputable agency are highly desirable.
