JOB SUMMARY

This position serves to direct, manage, coordinate, and oversee all aspects of Camden County’s Capital Improvement Projects which includes all Special Purpose Local Option Sales Tax (SPLOST) projects, the SPLOST program and the integration of Camden County’s strategic planning and execution efforts.

MAJOR DUTIES

  • Provides leadership and oversight for the county-wide activities: strategic level project management, governance, and data analytics. Develop and direct proactive and comprehensive internal and external communication strategies that support the efforts of the County Administrator, Board of Commissioners, and Departments.

  • Responsible for the county’s strategic requirements and aligns acquisitions with resources through integrated business planning, execution of projects using industry best practices, analysis of various data sources to inform decision-making, and integration of County processes and policies within a risk management framework in an environment marked by sound governance.

  • Provides technical and strategic level project management oversight to the County Administrator and the Board of Commissioners and on all aspects of Camden County’s SPLOST projects and Capital Improvement Program.

  • Coordinates and participates in the design of capital projects; assists with the development of specifications, plans, and cost estimates for existing and proposed future projects; assists in the development and preparation of Invitation to Bids (ITBs) and Requests for Proposal (RFPs) for engineering, design, construction, and other related services for capital projects; and ensures that projects are designed, bid, and completed in conformance with County goals and objectives and in accordance with applicable laws, codes, and ordinances.

  • Manages, supervises, and oversees capital projects during design and/or construction phases and monitors adherence to project schedules; conducts site inspections of construction projects; conducts and attends regular project progress meetings; works with consultants, contractors, and work crews to resolve problems and initiate the appropriate solutions; prepares, reviews, processes, and makes recommendations regarding change orders for changes to contracted scope of work; reviews, verifies, and approves contractor pay requests; and coordinates and conducts final inspection and project close out with contractor(s), county personnel, and outside consultants.

  • Creates and periodically presents SPLOST and Capital Improvement Program reports and updates to the County Administrator and Board of Commissioners regarding the status of all projects.

  • Receives and prepares various forms, reports, correspondence, revenue/expenditure reports, purchase orders, invoices, time sheets, position control reports, work orders, work request status reports, drainage requests, contracts, bids, engineering drawings, maps, policies, procedures, emergency plans, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

  • Attends meetings, serves on committees, and makes presentations as needed.

  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

ADDITIONAL DUTIES

  • Performs other work as required or when directed by administration.

  • In the event of an emergency, all Camden County employees are considered essential and may be required to perform alternate duties.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of project management principles and practices.

  • Proficiency in managing project scope, time, cost, quality, risk, and procurement.

  • Knowledge of plumbing, HVAC, and electrical principles.

  • Knowledge of carpentry principles.

  • Knowledge of budget planning and management, cost estimation, and financial reporting principles.

  • Skill in planning.

  • Skill in reading and interpreting maps and drawings and specifications.

  • Skill in problem solving.

  • Skill in interpersonal relations and conflict resolution.

  • Skill in oral and written communication.

SUPERVISORY CONTROLS

The County Administrator assigns work in terms of departmental goals and objectives. The work is reviewed through conferences, reports and observation of departmental activities.

GUIDELINES

Guidelines include federal, state, and local building codes, safety regulations, and county and department policies and procedures. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied management and technical duties for overseeing capital projects. Oversees multiple concurrent projects with varying degrees of complexity.

  • The purpose of this position is to manage and deliver projects that are critical to the strategic goals and objectives of the organization.

CONTACTS

  • Contacts are typically with co-worker, other county personnel, members of the Board of Commissioners, vendors, and contractors.

  • Contacts are typically to give or exchange information relevant to various capital projects.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while intermittently sitting, standing, stooping, bending, crouching or walking. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study such as project management, business administration, engineering, or a related field.
  • Minimum of three to five years of experience in project management.

  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.

  • Project Management Certification or Contractor’s license preferred.
