This is a recurring requirement for services currently being performed at Wilford Hall Ambulatory Surgical Center (WHASC), Joint Base San Antonio (JBSA) Lackland, Gateway Bulverde Clinic, Reid Clinic, Randolph Radiology, BAMC Radiology, and Radiology Central Scheduling location (Currently building 7206),
Objectives: The contractor shall work within the Government-provided facility and use Government-provided equipment and perform services and support compatible with the medical facility’s operating capacity and its equipment.
Scope: The scope of this requirement is to procure non-personal services necessary to perform the Clinical Pastoral Education Administrative Assistant position referred to as contract personnel at San Antonio Texas Department of Defense Military Treatment Facilities
Place of Performance: The work shall be performed at Wilford Hall Ambulatory Surgical Center (WHASC), Joint Base San Antonio (JBSA) Lackland, Gateway Bulverde Clinic, Reid Clinic, Randolph Radiology, or within a 40 mile radius of Wilford Hall Ambulatory Surgical Center (WHASC), Joint Base San Antonio (JBSA) Lackland.
Recognized Federal Holidays: The Government recognizes 11 paid holidays per calendar year. The MTF will observe the following federal holidays as listed below. The COR, Contractor, and staff shall coordinate with respective clinics and FREDS to ensure proper clinical coverages is provided during federal holidays
New Year’s Day/ Labor Day /Martin Luther King Jr.’s Birthday /Columbus Day /President’s Day /Veteran’s Day Memorial Day/ Thanksgiving Day/ Juneteenth Day /Christmas Day/ Independence Day.
Hours of Operation: Contract performance requirements are governed by the contract. The Contractor shall provide qualified and trained personnel to cover the required hours of performance. The CP will work 40 hours per week. Work days include a 1-hour unpaid lunch. The Contractor shall provide CP for conducting business Monday thru Friday, within the various facilities operational duty hours of 0600 to 1700, except for Federal holidays, when the Government MTF is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings or family/down days. The CP shall not exceed 9 hours per day which includes a 1 hour unpaid lunch; not to exceed 40 hours per weekly period. Any deviation to these days and times shall be coordinated through the FRED and will be authorized by the CO. “Make-up” time is prohibited.
The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for any of the specified reasons. The CP shall meet the preferred dress code of business casual attire during the MTF operational hours. Note: Telework is not authorized for this position given the nature of duties required. Duties for this position require the CP to be on site to perform all job duties.
Scheduled Absences: The CP shall ensure that scheduled absences do not interrupt service performance. Scheduled absences shall be scheduled at least 30 calendar days in advance and mutually concurred upon by the Functional Requirements Evaluator Designee (FRED).
Unscheduled absences: The CP shall be report to the FRED no later than 2 hours prior to the start of the shift. The FRED will notify the COR and Contractor Representative of reported absence. Failure of the CP to provide notice within the stated timeframe will be considered a no call no show and marked as an absence.
