MINIMUM REQUIRED QUALIFICATIONS:

High School Diploma or GED Certificate.

Vocational/Specialized Training in Rights of Way.

2 - 3 years experience in obtaining Navajo Nation Rights of Way.

Navajo speaking is desirable.

Valid Driver's License required (subject to motor vehicle record review).


JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:

Acquires/applies for easements, consents, Tribal Access Authorization (TAA), service line agreements (SLAs), leases, renewal of leases and/or grant of easements for electric, communications and other utility projects.

Knowledgeable of the process of acquiring rights of way or TAA on Tribal Trust Land, Indian Allotments, private land and other various land designation.

Proactively manage the progress of projects to ensure timely approvals for TAA, SLA, leases and permits.

Responsible for project preparation, coordination of field surveys, applying and obtaining various permits and educating customers on the project scope.

Conducts right of way research for assigned projects.

Examines and provides guidance on mitigative measures involving significant impacts to environmental and/or cultural resources.

Assures that project preparation, field survey and permitting process and customer contact is accomplished.

Responsible for and oversees contracts for professional service in areas of appraisal, archaeology, biology, and other environmental studies.

Examines appraisal and negotiates an offer with landowners and/or users.

Develops reviews and/or finalizes the Environmental Assessments, Impact Statements and Borrower's Environmental Reports per mandated Federal requirements.

Coordinates with archeologist and biologist to examine and provide guidance on mitigating measures involving significant impacts to environmental and/or cultural resources and the project scope.

Provides routine written updates on project status and progress.

Monitors and tracks archaeological, biological, and field clearances for projects assigned.

Consult with staff to establish goals for the department.

Maintains right-of-way records.

Visits project sites, meets with permittees and grazing officials to obtain consents.

Represents NTUA at meetings with Navajo Nation Chapters, customers, and consultants for assigned projects.

Maintains contact with the customers, Tribal, State, Federal and private organizations.

Interprets pertinent legislation, and developments; and comments to proposed rulings affecting the right-of-way acquisition process.

Provides presentations and attends various meetings to disseminate information for purpose of obtaining right-of-way approval on electric and communications utility projects.

Performs other duties as assigned or requested.
