PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Oversees and monitors the development and implementation of the quality improvement program.

  • Sets standards, conducts performance assessments and conducts remote and on-site monitoring of providers in the network.
  • Monitors the facility quality improvement process and provides facility provider education and oversight.
  • Conducts all MDHHS and Integrated Care Organization (ICO) site visits.
  • Develops and implements corrective action plans and improvement plans.
  • Oversees new program enrollment and Medicaid Enrollment reviews which involves site visits to ensure that new programs or programs requiring Medicaid enrollment meet the minimum requirements for participation in the DWIHN network.
  • Ensures that Home and Community Based Services (HCBS) are based on the person-centered planning processes and provided in settings where individuals have full access and integration into the community.
  • Ensures the settings in which HCBS services are provided afford individuals independence and autonomy.
  • Ensures that any setting providing HCBS services comply with MDHHS rules in order to continue to receive Medicaid funding to pay for HCBS services.
  • Ensures that DWIHN’s residential and non-residential settings meet all regulatory requirements and provide a safe and healthy environment, that staff are qualified and that the needs identified in the individual plan of services (IPOS) are being met.
  • Provides Annual Residential reviews that includes reviewing clinical case records, staffing qualifications, environmental safety, HCBS compliance and review of implementation of: Behavior Treatment Plans, IPOS, Medication Administration and Incident reporting.
  • Creates reports regarding - initial communication, review findings, Point of Care (POC) requests and POC monitoring and follow-up for DWIHN providers.
  • Completes or assists co-workers with reviews i.e. (Health & safety, Investigations and Claims investigations).
  • Attends Residential and other provider meetings.
  • Ensures that DWIHN has the appropriate number of HCBS compliant homes that also meet all regulatory and contractual requirements to place members.
  • Reviews data for trends and creates monthly reporting including reporting data into the Cascade software database.
  • Communicates with providers by responding to phone calls, responding to e-mail requests, providing training and providing technical assistance.
  • Performs related duties as assigned.

REQUIRED EDUCATION:

A Master’s Degree in Social Work, Psychology, Counseling, Nursing (a Bachelor’s Degree will be accepted), Quality Management, the Human Services, the Social Services or a related field.

REQUIRED EXPERIENCE:

Four (4) years of professional experience in a behavioral healthcare or a community mental health setting including at least (2) two years of experience performing clinical duties and responsibilities.

REQUIRED LICENSE(S).

A Valid State of Michigan clinical licensure: LMSW, LMHC, LPC, LLP, RN or PhD.

(A Limited License will be accepted)

Must meet credentialing qualifications in at least one of the following: Qualified Mental Health Professional (QMHP), Qualified Intellectual Disabilities Professional (QIDP), Qualified Children Mental Health Professional (QCMHP); Substance Abuse Treatment Specialist (SATS).

A valid State of Michigan Driver’s License with a safe and acceptable driving record.

WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan. This position can work remotely with supervisory approval. Currently this position is primarily a remote position.
