Job Summary / Overview

The HSE Specialist is primarily responsible for supporting and maintaining effective HSE systems through the execution of department objectives and deliverables. The HSE Specialist monitors and supports the HSE programs at the assigned site to ensure compliance with the Company's policies, procedures, applicable guidelines, and regulatory requirements.

Essential Job Functions

  • Demonstrates professional conduct and aligns actions to comply with company policies thus creating a productive working environment.
  • Participates and engages peers in organizational HSE initiatives while seeking to consistently improve HSE in the workplace.
  • Assists with the preparation of the annual budget in accordance with stipulated timelines.
  • Executes routine work activities as well as capital and operational projects safely, within budget, established timeframes and required quality ensuring the procurement process is completed, through to vendor payment and in accordance with good governance, procurement policies and procedures.
  • Contributes to the review, recommendation and/or adoption of HSE methods and technologies to meet stakeholder needs.
  • Contributes to the proper planning and execution of solution(s) being deployed to the production environment.
  • Contributes toward the review, planning and implementation of the Department's strategic and operational plans.
  • Prepares of technical scopes, schedules, and coordination of relevant contracts to achieve HSE readiness and to ensure compliance with relevant regulations, codes, and standards.
  • Compiles reports as required.
  • Conducts relevant HSE audits.
  • Conducts training as required.
  • Functions as a member of the Support group as dictated by the Emergency Response Plan.
  • Provides support to the Plant team in all HSE related activities.
  • Execution of contracts.
  • Audits, monitors, and supports the security function.
  • Conducts audits and functional checks on all Emergency Response and HSE equipment.
  • Provides advice, guidance, HSE oversight and support during the execution of maintenance, operational and critical tasks, and activities.
  • Performs all such functions and duties as may be ancillary to the substantive position.

Qualifications

Education, Experience, and/or Training

  • Undergraduate degree in Natural Sciences, Engineering, Health and Safety OR NEBOSH National Diploma in Occupational Health and Safety (NFQ Level 6) OR equivalent qualification.
  • Minimum of five (5) years' experience in the petrochemical industry.

Knowledge, Skills, and Abilities

  • Knowledge of and ability to apply fundamental HSEQ concepts, theories, and practices to achieve department objectives.
  • Basic knowledge of plant operation procedures, plant equipment and process controls.
  • Knowledge of HSEQ Management Systems.
  • Troubleshooting and problem solving.
  • Project management.
  • Interpersonal.
  • Ability to prepare technical reports.
  • Proficient in the use of Microsoft Office.
  • Working knowledge of the Company's Enterprise Resource Planning (ERP) application.

Special Requirements

Tools / Equipment

  • Must be able to use a computer, telephone system and office equipment.

Software

  • Proficiency in Microsoft Office, including Excel, Word, and Outlook preferred

Physical

  • Ability to lift 20 lbs. occasionally.
  • Ability to sit for prolonged amounts of time required.
  • Ability to effectively communicate through various means required.

Environmental

  • Majority of work is performed within an office environment, including office equipment – such as computers, telephones, and copiers.
  • Noise levels are typically moderate with exposure to high levels at times.

Work Schedule

  • Regular 40-hour work week, normal duty hours as assigned.
  • Occasional evening and weekend work may be required as job duties demand.
  • May work longer hours to meet deadlines as necessary.

Travel

  • Occasional travel between training locations required.
