NATURE OF WORK

Under basic supervision, performs a variety of technical functions involving the appraisal of residential and personal property for the Franklin County Assessor’s Office; determines and verifies the market value of property; and performs other related duties.

ESSENTIAL FUNCTIONS:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

· Uses mass appraisal software to aid in the description, analysis, and calculations of fair market value estimates for real properties.

· Provides for the fair and equitable assessment of residential property located within the County for ad valorem tax purposes.

· Learns to conduct field inspections of various types of property including new and existing residential structures, mobile homes, farms, light commercial property, and/or land.

· Determines construction type, quality, and condition of property; verifies and documents land characteristics.

· Conducts physical inspections; measures structures, obtains property photographs, and prepares property drawings.

· Responds to inquiries from property owners and the general public regarding the appraisal process, values established, and laws governing the valuation of property; provides information within the scope of authority and training.

· Research property sales information including comparable sales, location, trends, and/or impending changes impacting the future value of property.

· Defends appraisal work to property owners, tax representatives, attorneys, accountants, the Department of Revenue, Board of Equalization, State Board of Tax Appeals, and/or other courts of law as required.

· Prepares and maintains a variety of appraisal records and documentation.

· Performs other duties as assigned.

WORKING ENVIRONMENT / PHYSICAL DEMANDS:

Working out in the field when conducting appraisals; subject to sitting for extended periods of time, getting in and out of truck, standing, and walking on rough terrain, exposure to variable weather conditions is involved. When in the office, work is performed in a standard office environment.

EMPLOYMENT STANDARDS:

High school diploma or GED equivalent; AND two (2) years of property appraisal or real estate experience.

Preferred but not required.

Depending on area of assignment, a valid Missouri Driver’s License or other specialized certifications may be required.


KNOWLEDGE AND SKILLS REQUIRED IN PERFORMANCE OF DUTIES:

Knowledge will be learned:

· Missouri State Statutes

· County and Department policies and procedures.

· Customer service and telephone etiquette and practices

· Construction materials and quality standards.

· Building processes.

· Appraisal principles, practices, and procedures.

· Regulations and standards governing the appraisal of real and personal property.

· Departmental records, reports, and documentation.

· Appraisal databases and standard computer software applications.

Skills to be learned:

· Learning to perform a variety of real appraisal functions.

· Learning to develop fair and equitable assessment of property within the County.

· Preparing and maintaining accurate appraisal records.

· Organizing and prioritizing work assignments

· Establishing and maintaining effective working relationships.

· Gathering, organizing and analyzing data

· Establishing and maintaining effective working relationships

· Communicating effectively verbally and in writing.

· Cold call, in person at individual parcels

· Completing mathematical calculations

· Operating a computer & tablet including standard software, some specialized software and camera

· Utilizing standard office equipment

· Safe work practices
