GENERAL DESCRIPTION

This position is responsible for supervising and coordinating maintenance and repair activities of employees engaged in maintaining and repairing fixed plant assets and electrical, instrumentation and control equipment. Additionally, this position ensures quality control and a safe facility environment is maintained. Plans and executes the predictive, preventive, and corrective programs for all drinking water, wastewater lift stations and reclaimed water facilities. Prepares budget recommendations and is responsible for meeting budget objectives. Work requires a great deal of independent judgment and is performed under the direction of the Water Resource Operations Manager.



ESSENTIAL JOB FUNCTIONS

The following essential functions represent the primary duties of this position but should not be considered an all-inclusive list of responsibilities. Other duties may be required and assigned.

  • Supervises employees engaging in maintenance and repair of fixed assets, electrical, instrumentation, and control equipment.
  • Oversee the maintenance operations necessary to execute all scheduled maintenance and unscheduled maintenance events described in the project scope of work with established regulatory requirements.
  • Generates and drafts corrective, emergency, and preventative work orders.
  • Responsible for assigning work orders and duties, and reviewing all predictive, preventive and corrective maintenance for proper documentation.
  • Supervises all work orders to insure timely, accurate and effective completion.
  • Solicits bids for service contracts for maintenance and repair work and oversees timely completion.
  • Plans and executes the predictive, preventive and corrective programs for all drinking water, wastewater lift stations and reclaimed water facilities.
  • Prepares budget recommendations and is responsible for meeting budget objectives. Develop and implement tracking spreadsheets for finances.
  • Manages annual operating and maintenance budget. Monitors division expenditures and balances.
  • Develops standard operating procedures (SOPs) and guidelines for routine tasks.
  • Serves as the preventive and corrective maintenance expert for the team to come to for guidance and direction. Ensures conformance to contract requirements.
  • Develops and reviews performance indicators to improve efficiency. Ensures equipment files, drawings and maintenance records are kept up to date.
  • Responsible for parts and materials needed for on-time maintenance.
  • Uses handcart; various power tools, soldering gun/heating irons, basic power/hand tools, power drill, digital multimeter, pipe locator rod, handheld radio and other equipment as necessary to perform the requirements of the position. Work requires operating a pick-up truck on and off road.
  • Performs any other duties or tasks that may be assigned.


KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of the proper repair and maintenance requirements for drinking water treatment plants, wastewater treatment plants, reclaimed water pump stations and wastewater lift stations.
  • Knowledgeable and skilled in the operations, repair, and maintenance of HVAC, electrical, instrumentation and controls, and mechanical systems associated with treatment plants and pump stations.
  • Skilled in demonstrating leadership skills, time management, and making decisions.
  • Operating knowledge of water and wastewater facilities, financial policies/budget, and equipment.
  • Knowledge of computer programs including the Microsoft Office, Internet Explorer, and Computerized Maintenance Management Systems.
  • Demonstrated ability to work in a dynamic, fast-paced environment; action-oriented and able to handle multiple priorities at a time.
  • Effective oral and written communication skills. Must possess the ability to read and understand blueprints and drawings.
  • Ability to establish and maintain effective and amiable relationships with leadership, supervisors, residents, customers, employees, other departments and agencies.
  • Ability to multitask and apply judgement and make decisions.
  • Ability to apply basic mathematical principles and calculations.
  • ability to conform to confined space entry procedures and the use of safety equipment, including self-contained breathing apparatus' are required per City of Apopka safety procedures.
  • Ability to appropriate respond to complaints and provide excellent customer service.
  • Ability to work overtime, weekends, nights, holidays, and 24-hour stand-by duty, as required.


MINIMUM QUALIFICATIONS

  • High school or valid equivalent.
  • Three (3) years of maintenance and repair experience including mechanical, electrical, pneumatics, hydraulics, including troubleshooting and repair of production equipment.
  • Experience working with wiring schematics and blueprints to troubleshoot equipment and accomplish repairs.
  • Valid State of Florida Class B Commercial Driver License (CDL) with tank vehicle endorsement or have the ability to acquire within 120 days of employment.
    • If a candidate does not possess a Florida Class B CDL, they must have a valid Florida Driver's license. A valid out of state License is acceptable, but selected candidates must obtain and provide a valid Florida driver's license within thirty (30) days of start date.

An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.



PREFERRED QUALIFICATIONS

  • One (1) year supervisory experience.
  • Experience completing water and wastewater maintenance and repair.


JOB LOCATION

All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.

  • Physical Requirements: Frequent standing, walking, sitting, pushing/pulling up to 50 lbs., digging, reaching, bending, overhead, kneeling, crawling, climbing and lifting up to 50 lbs.
  • Environmental Conditions: Exposure to extreme weather/temperature, noxious fumes, chemicals, heights, confined areas, excessive noise, strong odors, smoke/dust/pollen, humidity, electrical currents, bright/dim lights, vibrations, machinery, traffic hazards.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate sound, color, odor, depth, and visual cues or signals. Some tasks require the ability to communicate orally.
