The pay range above represents the minimum and maximum rate for this position in California. Factors that may be used to determine where newly hired employees will be placed in the pay range include the employee specific skills and qualifications, relevant years of experience and comparison to other employees already in this role. Most often, a newly hired employee will be placed below the midpoint of the range. Salary range will vary for remote positions outside of California.

Work Schedule: Travel to multiple sites and locations. Work protracted and irregular hours and evening meetings or work irregular hours for attendance at meetings for special projects and programs.

POSITION SUMMARY

Under general supervision, this position provides analytical and administrative support to the Executive Director of Population Health & Equity, as well as general support to the department, by conducting specific and comprehensive analyses of a wide range of programs and processes; coordinates and/or performs special projects; recommends policies and procedures; plans, organizes, coordinates, analyzes and implements a variety of assignments and performs related work as assigned.

Incumbents are responsible to independently perform work in a variety of assignments including administration of budgets, special projects and programs, regulatory analysis and/or research and reporting. Assignments and objectives are established but work methods and resources are left to the incumbents’ discretion. Incumbents may be assigned to work on projects in any Operations department where a need exists.

Essential Functions Statements

• Coordinate, manage, assist with or support projects that are outside the scope of the Project Management Office.

• Conduct organizational, operational, statistical, and fiscal analysis studies related to Operations issues and provide results to the Director.

• Assist with preparation of annual departmental budgets.

• Monitor and administer departmental budgets and provides monthly reports for all HS departments.

• Manage calendar for Director; schedule travel as needed.

• Provide support for committees and meetings (scheduling, agendas, minutes) such as Interagency collaboration meetings, management meetings, staff meetings, etc.

• Monitor policies and procedures according to revision schedule to ensure compliance with annual updates.

• Review monthly operational Compliance reports from sub-contractors and report variances.

• Assists in the development and tracking of short- and long-range plans and annual goals and objectives.

• Develop, maintain and enhance databases necessary for projects and department functions.

• Develop graphs, reports and presentations in support of department needs.

• Assist in the creation of policies and procedures; understand and interpret policies, procedures and regulations.

• Work in a fast paced, diverse organization that is performance oriented.

• Oversee projects and prioritize the resources to optimize the use of those resources to maximize effectiveness.

• Plan, organize, administer, and coordinate a variety of small and large projects and programs.

• Prepare clear and concise reports, correspondence, and other written materials; prepare and provide effective presentations.

SKILLS & ABILITIES

Education:

• Bachelor's Degree (four-year college or technical school) Preferred, Field of Study: Health Care Administration, Health Care Economics, or related discipline.

• 3-5 years of experience in managed care environment, or one that would have developed the knowledge and abilities listed.

• 2-3 years in data analysis in a managed health care environment

Experience:

• Principles and practices of managed health care.

• State and federal laws and/or regulations as they relate to managed care, Medi- Cal/Medicaid and other related business and policies governing managed care issues.

Computer Skills: Advanced computer skills included in the MS Office products (Word, Excel, Access, and PowerPoint).

Certifications & Licenses: A valid and current California Driver's License and Insurance
