Job Title: Engineer III Location: Honolulu, HI, 96819 Duration: 12 Months Job Type: Contract Work Type: Remote NOTE: MUST be able to work Honolulu, Hawaii Time Zone (HST). Must be flexible due to working different time zones. Normal work hours 9AM-5PM HST (may vary)** ) May be required to come in Herndon, VA office once/week. ) Job Description:
  • Analyzes local and wide area network systems, including planning, designing, evaluating, selecting operating systems and protocol suites and configuring communication media.
  • Critical provisioning of as bult documentation for VISIO and Google Earth formats per customer requirements.
  • Resolves interoperability problems to obtain operations across all platforms.
  • Develops network solutions to maximize and reroute traffic and perform root cause analysis through appropriate commands, specifications and scripts.
  • Configures systems to user environments. May lead cross functional teams or provide tier III support.
  • Supports acquisition of standard hardware and software as well as subcontractor services as needed.
  • Requires direction and guidance with some tasks.
  • Bachelor's degree or equivalent education and relevant experience.
Years of experience:
  • 5+ years of experience.
  • Reviews and analyzes RFP, RFQ, and RFIs to respond with compliant, competitive solutions and documents (writes) to those solutions in official responses
  • Creates or add input on Basis of Estimates (BOEs) for ISP and OSP projects including labor estimates, material estimates, Other Direct Charges, Travel, etc
  • Directly interfaces with Government customers, vendors, subcontractors, and internal groups
  • Produces Engineering Design Packages (EDPs), circuit layout records, as-built documents as required
  • Write SOWs, Method of Procedures (MOPs), test and acceptance plans using required standards, best commercial practices, and customer requirements
  • Designs, fabricates, modifies, and evaluates equipment and devices
  • Design circuit line records, cable paths and conveyances
  • Develop estimates for project schedules and budget
  • Assists with installation of WAN circuit delivery with the DOD and contractors
  • Provides engineering assistance for ISP and OSP installation related to WAN circuits for terestrial and satelite circuits.
  • Coordinates subcontractors, materials, tools and equipment to complete projects on schedule and within budget
  • Understands and adheres to DOD, customer site and company policies and practices
  • Understands and develops circuit testing criteria, work with vendors conduct tests, review, and build site test reports for contract delivery of a host of circuit types
  • Updates network drawings using available tools and other software-based applications
Qualifications:
  • BS in Telecommunications or equivalent work experience (8 years experience in telecommunications O&M, installation, and engineering)
  • Experience reviewing and analyzing solicitation documents and developing solutions
  • Experience with optical equipment for WAN circuit delivery
  • Knowledge of Ciena, Nortel, Lucent and Cisco equipment desirableAbility to redline as-built drawings and update and create Engineering Design Packages (EDPs)
  • Ability to present customer information on project status in various forms such as MS Power Point briefings and MS Project schedules
  • Knowledge of telecommunications installations standards required
  • Knowledge of telecommunications test equipment, operation, procedures, and practices
  • Preferred experience with DISA or DOD
  • Preferred experience with WAN circuits delivery in the Indo Pacific Region
  • Experience with Satellite services a plus
