This is a non-supervisory position in which the employee inspects buildings and work on new construction and remodeling sites. Duties include but are not limited to assisting with the issuance of building permits in accordance with building codes and zoning requirements as per the adopted codes, examining plans of and inspecting construction in progress to ensure compliance with building code and zoning requirements. He or she ensures compliance with building codes and other City ordinances; is knowledgeable of state and federal laws pertaining to building codes and building construction; and assists Code Compliance officers and Fire and Health Inspector as needed. The Inspector is knowledgeable of maintaining records of building permits issued and inspections made; investigates complaints; attends court and provides testimony in court cases in which charges have been filed as necessary. He or she may need to work outside of normal working hours and/or be on call during emergency periods as defined by City Council, the City Manager or the Building Official. He or she works with others to establish and maintain effective working relationships with co-workers, City officials and the public.


Essential Job Duties:

The Inspector must be able to perform the following essential job duties with or without reasonable accommodation.

  1. Inspect buildings on new construction and remodeling sites.
  2. Make visual inspections during building and site construction or repair in order to ensure compliance with laws, regulations and safe construction practices.
  3. Interpret building codes and regulations and advise on inquiries relating to construction installation and materials.
  4. Receive and review residential and commercial building plans for adequacy in transmitting full information and to ensure such are in conformance with building code and other standards.
  5. Issue permits and maintain records of permits issued and inspections made.
  6. Investigate complaints and attend court cases; provide testimony in cases in which charges have been filed.
  7. Answer questions or provide information to the public and co-workers regarding permits, licensing policies, procedures, applications or regulations.
  8. Question builders and others to obtain required information.
  9. Follow City and Department policies and procedures and the instructions of his or her supervisor.
  10. Communicate effectively with supervisors, co-workers and others (internally and externally) in order to provide, exchange, or verify information, answer inquiries, address issues, or resolve and/or report problems or complaints.
  11. Use good judgment and make good decisions in matters related to the job.
  12. Assist others; be helpful, cooperative and courteous, and demonstrate a good attitude in all dealings with the public, co-workers and others.
  13. Report in a timely manner all issues, concerns and questions to the supervisor or others as appropriate in the chain of command.
  14. Take up matters affecting his or her job with his or her immediate supervisor and through proper channels.
  15. Punctual, regular, on-site, in-person attendance is a requirement of the job.
  16. Work outside of normal working hours as required and be on call and available for duty during emergency periods as defined by City Council, the City Manager or the Building Official.
  17. Demonstrate initiative and diligence in the prompt and proper completion of all job duties, whether or not listed in this Job Description.
  18. Safeguard City property and recognize and report needed repairs.
  19. Work safely; follow safety rules and training; wear personal protective devices when required; and maintain a clean, safe work environment.

Requirements:

Education and Basic Requirements:

  1. Working knowledge of plumbing, electrical, mechanical, and building methods, materials and codes including working knowledge and expertise in ordinances, laws, and regulations.
  2. Texas Plumbing Inspector’s License or obtain same within twelve (12) months of date of hire. Meeting this requirement requires that the applicant/employee be able to verify a total of 500 hours training or experience in the plumbing trade, which shall be credited by a combination of the following:
  3. 100 hours credit for successful completion of a plumbing related certification issued by the International Association of Plumbing and Mechanical Officials (IAPMO) or the International Code Council (ICC).
  4. 100 hours credit for successful completion of a Board approved Medical Gas Piping Installation Endorsement Training Program.
  5. 50 hours credit for successful completion of a Board approved Water Supply Protection Specialist Endorsement Training program.
  6. 100 hours credit for successful completion of an approved Backflow Tester Certification Program.
  7. 6 hours credit for successful completion of each different Board approved Continuing Professional Education for License Plumbers and Plumbing Inspectors course.
  8. Actual hours, with a maximum of 100 hours, credit for approved, documented and verified plumbing related training academy or educational sessions.
  9. Actual hours, with a maximum of 200 hours, credit for on the job work experience in the plumbing trade or approved similar plumbing related trade, as verified by former employers.
  10. Actual hours, with a maximum of 200 hours, credit for documented and verified on the job training in the enforcement of plumbing codes under the direct supervision of a licensed Plumbing Inspector.
  11. Hold current ICC Certification as a Residential Combination Inspector or have or obtain within six (6) months of date of hire two or more of the following licenses:
  12. Residential/Commercial Building Inspector
  13. Residential/Commercial Mechanical Inspector
  14. Residential/Commercial Electrical Inspector
  15. Residential/Commercial Plumbing Inspector
  16. Residential/Commercial Energy Conservation Inspector
  17. Good math skills.
  18. Ability to establish and maintain effective relationships with City officials, other officials in the public & private sectors, co-workers and the public.
  19. High school diploma, GED, or equivalent.
  20. Successfully pass a background and credit check and physical/medical exam.
  21. Have and maintain a valid Texas Driver License and a satisfactory driving record.

Qualifications:

The Inspector should possess the following qualifications and abilities with or without reasonable accommodation.

  1. Working knowledge of relevant laws and government codes/regulations.
  2. Possess or acquire an understanding of inspections procedures and requirements.
  3. Have a good working knowledge of arithmetic and its application to the job.
  4. Have a service orientation, that is, actively look for ways to help the public and co-workers. This includes the ability to assess customers’ and co-workers’ needs, meet quality standards for services and evaluate customer and co-worker satisfaction.

Physical and Mental Requirements:

In order to successfully achieve the goals of the Building Department, the Inspector must meet the following physical and mental requirements with or without reasonable accommodation.

  1. Lift or move objects weighing up to 45 pounds.
  2. See clearly and be able to read and interpret documents to determine whether construction conforms to codes.
  3. Communicate effectively, both verbally and in writing and interact effectively with co-workers and the public.
  4. Be able to work in enclosed spaces and in inclement weather, including extreme heat and cold.
  5. Ability to work at heights and on rooftops.
  6. Tolerant of fumes, dust and noise and have the ability to wear required personal protective equipment.
  7. Frequently stoop/bend, crawl/kneel and reach, push and pull.
  8. Occasionally engage in repetitive motion involving the hands and arms.
  9. Sit, stand, and climb stairs and ladders.
  10. Walk and crawl on uneven, sometimes dangerous surfaces or confined or sub-surface spaces.
  11. Safely drive a motor vehicle.
  12. Remember information and details relating to the job.
  13. Ability to understand, learn, and communicate information about the job.
  14. The ability to understand the meaning of and use and speak words understandably and effectively in the English language.
  15. Good hearing and listening abilities, that is, the Inspector must be able to hear spoken words from co-workers, supervisors and others.
  16. Good motor coordination skills, that is, the Inspector must be able to coordinate his or her eyes, hands and fingers rapidly and accurately in order to handle precise movements such as driving and in response to visual, auditory and other stimuli.
