Manage a caseload of refugees from all regions of the world. Coordinate delivery of reception and placement services as outlined by the US Department of State Reception and Placement program for eligible refugees. Assess eligibility of refugees, Cuban/Haitian entrants, asylees, certified victims of trafficking and certain humanitarian parolees, primarily Afghans and Ukrainians, for services under the MA Refugee Resettlement Program (MRRP) or other programs as applicable for specific populations.
RESPONSIBILITIES:
- Ensure that the activities of this position and relevant programs are consistent with the mission, vision, and values of the Catholic Charitable Bureau Archdiocese of Boston.
- Develop working knowledge of federal, state, and local policies related to refugees and immigrants.
- Adhere to programmatic and contractual timelines for provision of resettlement services. Comply with federal and state employment standards/performance measures.
- Assess eligibility for various resettlement programs. Enroll clients as appropriate and ensure all services are conducted in a person’s native language.
- Complete intake and conduct comprehensive orientation for newly arrived refugees and other eligible populations. Ensure interpreter is provided if client is not fluent in English.
- Develop and complete the individual or family self-sufficiency plan for all enrollees which includes:
- comprehensive assessment of skills, interests, abilities
- strategies for self-sufficiency
- benchmarks for measuring progress toward goals
- Refer enrollees to appropriate employment-related services and monitor progress. Coordinate with designated MRRP or and mainstream service providers.
- Arrange for core services, such as employment, English as a Second Language, refugee health assessment, SNAP/food stamps, temporary cash assistance, Mass ID, bank account, and Social Security card. Ensure all services are initiated and/or completed within required timeframes.
- Maintain orderly case files and comprehensive documentation on client services and referrals in accordance with standards set forth by resettlement contracts. Comply with all internal reporting requirements.
- Develop strong and effective with colleagues across the Catholic Charities Boston network to provide effective wrap-around services for clients.
- Collaborate with Community Sponsorship/POWIR Coordinator to assess family or individual for placement with Community Sponsorship Site.
- Identify and cultivate viable housing options for refugees in the Reception and Placement program. Coordinate with current landlords to ensure housing meets standards and requirements outlined by the US Department of State and local housing standards.
- Prepare apartments for refugee arrivals (stock with food, furniture, household items) in accordance with federal guidelines. Ensure utilities are working and established in the name of the client. Ensure refugee name is listed on mailbox.
- Greet refugees in-person at the airport. Transport or arrange for transportation to housing. Provide basic home orientation regardless of time of day to ensure safety and well-being for new arrivals.
- Conduct home visits within 24 or 48 hours of arrival, depending on contractual requirements for specific case types. Conduct home visit within 30 days of arrival and again if client moves within the 90 day period.
- Ensure that clients placed in transitional housing agree to and sign rules of occupancy and responsibilities. Orient clients on how to maintain the residence according to generally accepted housekeeping standards and specified fire and public health codes.
- Assist with the management of donated household items. Record in-kind or cash value of all donations in the case file.
- Input client data into agency database, DataCCAB, and complete reports and other data request via the Migration Refugee Information System (MRIS), MORI RISIS database and any other required databases.
- Coordinate with other resettlement staff to ensure that all new arrivals receive timely information and access to needed services.
- Assess eligibility, prepare, and file Affidavits of Relationship (AORs) and other sponsorship forms using designated forms and software as required by USCCB/MRS. Ensure accuracy and thorough preparation prior to submission. Submit any supporting documentation and follow-up with USCCB/MRS as needed or requested.
- Participate, as needed, in the delivery of resettlement support projects such as community orientation activities, mental health assessments and others. Help to identify and create access to needed services. Provide follow-up.
- Attend all required meetings and trainings and track hours and topics of each training.
- Work is performed in the office or in the field as this is a client-facing position. Depending on contractual requirements, a limited period of remote work may be considered, but is not guaranteed.
- Sitting and standing for extended periods is necessary when working in the office or remote. The use of phones, keyboards, other office equipment and written documentation is required.
- The use of personal protective equipment is required as directed.
- Local travel from office required to travel to effectively perform the essential functions of the position. Mileage and toll reimbursement for local travel is provided.
- Other related responsibilities as assigned.
QUALIFICATIONS:
- Bachelor degree required; Bachelor and Master level degrees from native country may be considered.
- Minimum 2-3 years of experience working directly with refugees or immigrants in the U.S. or overseas.
- Bilingual English/Ukrainian required.
- Bilingual English and other languages spoken by refugee populations including Dari, Haitian-Creole, Kiswahili, Pashto, Russian, Spanish or Ukrainian are needed.
- Knowledge of public policies and effect on refugees, immigrants, and entrants.
- Ability to work within the community and perform outreach duties, including the ability to do so while working remotely.
- Excellent administrative, data collection, typing and computer skills with keen attention to detail. Computer proficiency with MS Office, e-learning and webinars, and experience with database systems.
- Experience with virtual communication and meeting tools such as Zoom and WhatsApp.
- Ability to establish and maintain a positive and professional relationship with co-workers, clients, and community service providers.
- Cultural responsiveness, commitment to racial justice, and ability to relate well and effectively in a multicultural and multilingual workplace with a diverse client population is required.
- A team orientated work ethic with good communication skills and attention to detail.
- Must be reliable, professional, patient, and able to produce results with minimal supervision.
- Must be available and able to work during days, evenings, weekends, and overnights.
- Must have valid U.S. driver's license. Work travel is required, insurance coverage and access to a reliable vehicle is required.
