Position Summary
The Program Officer Policy and Innovation position executes and may contribute in the development of strategic plans in the area of accountability. The Program Officer acts as a bridge from senior management for translating higher-level strategies and goals into operating plans that drive the business. The Officer may act as people managers, project managers or program managers, responsible for maintaining external relationships with vendors, partners and community as needed.   
 
Boundaries
As part of the Policy and Innovation Division (PI), the Program Officer will contribute subject-matter expertise that advances policy and systems change efforts with a focus on affordable housing policies. They will serve in diverse roles such as policy advocate, grant maker, convenor, capacity builder, data provider, investor, and systems engineers to ensure that there is an equitable recovery for all throughout our region.
 
This position is part of a high-performing Division within the Community Impact Department and will be required to collaborate across diverse teams, including cross-departmental working groups, as well as with external funder partners, and grantee partner coalitions.
 
Authority 
The Program Officer manages a robust grantmaking portfolio that develops and maintains meaningful grantee-centered relationships with community partners, advocates, elected officials, thought leaders, influencers, practitioners, scholars, and experts.
 
Reporting to the Vice President of Policy and Innovation, this is an individual contributor role and the ideal professional is open, flexible, and comfortable contributing content-expertise and knowledge as a thought partner on grantmaking strategy and managing a diverse grantee portfolio, while also project managing the details of internal and external grantmaking processes, and their own schedule, availability, and administration.
 
Role 
The Program Officer is responsible for grantmaking strategy development and long-range planning, day-to-day portfolio management, and fundraising. The following competencies outlined below are required.
  • Ensure strategic coordination, integration, and alignment across grantmaking portfolios. (60%) Coordinate regularly with the Policy and Innovation Division, Programs Division, and Philanthropy and Gift Planning Department, as well as internal bodies such the Housing Advocacy Working Group, the Policy Advocacy Working Group and Initiatives.
  • Policy Expertise. (15%) Deepen in-house policy knowledge, skill, and expertise at SFF through subject-matter expertise, research, networking, attending conferences, and thought leadership, with a focus on housing justice policies and reparations.
  • Build dynamic external and internal relationships. (10%) Develop new networks with local, regional and state housing advocacy organizations and agencies such as the Bay Area Housing Finance Authority. Lead grantmaking relationships with community partners and build dynamic relationships with a wide array of stakeholders across the sector and the field. Serve on external leadership committees that advance long and short-term policy advocacy objectives.
  • Strategic, learning and evaluation. (10%) Determine benchmarks, indicators of success, and methodology to track and assess the progress toward outcomes associated with the Policy and Innovation Division strategies, as well as the effectiveness of grants and progress reports. Use qualitative and quantitative data to inform recommendations and decision-making and manage portfolio analysis and data collection processes to ensure accuracy and guide strategy decision-making.
  • Partnership design, development, and implementation. (5%) Lead proactive efforts for change, including partnership development efforts with other funders, private and public sector leaders, and grantees. Partner with the Officer of Corporate and Institutional Partnerships to fundraise from other foundations to leverage additional grantmaking resources for community impact.
Success in this role will expand the capacity of equity-focused regional and statewide advocacy organizations, build the policy advocacy capacity of nonprofit and philanthropic sector, advance the principles of transformative solidarity, and empower the leadership of Black-led housing justice efforts and coalitions.
 
Tasks
Strategic Grantmaking
  • Conducts strategic grantmaking related to housing impacts, and investment in policy change and systems change efforts at the local, regional, and state levels.
  • Manages a robust grantmaking portfolio, including developing a grantmaking strategy in collaboration with internal colleagues and external partners. Evaluates merits of written grant proposals, conduct due diligence, lead site visits, review research, and present grant recommendations to the Foundation, Board of Trustees, Donors, and other partners, as appropriate.
Project Management
  • Develops strong processes and procedures to ensure grantmaking timelines across the division are consistent, equitable, efficient, advance trust-based philanthropy principles, and deepen relationships with community.
Impact Convenings and Events.
  • Identifies, facilitates, and manages opportunities to bring various, diverse, stakeholders together to further the equitable housing agenda, build consensus, identify coordinated opportunities to advance public policy, and advance the leadership of Black-led housing justice organizations.
  • Works with the SFF Marketing and Communications Department to ensure that convenings position SFF as a resource for those interested in addressing critical issues affecting individuals and communities, gather input on a specific strategy or body of work, garner support for a cause or activity, and/or educate and learn.
Capacity-building in the Sector
  • Identifies capacity gaps and provides resources, referral advice, and technical assistance to grantee partners, agencies and/or collaboratives.
  • In partnership with the Planned Giving and Philanthropy team, the Program Officer will meet with donors and prospective donors as assigned, providing them with information about pathway efforts or other specific issues, best practices and grantmaking opportunities in the Bay Area. Provide background information for direct funding requests to donors. Organize and present at donor forums.   
Competencies & Qualifications
  • 5+ years of transferable position, academic, or industry experience required, bachelor’s degree a plus.
  • Analytical and business writing skills, grantmaking, grant writing and fundraising, project management experience.
  • Ability to provide capacity building and technical assistance to nonprofit partners.
  • Ability to innovate upon strategies to increase effectiveness and impact.
  • Outstanding organizational, programmatic and financial management experience, including the ability to move work from concept to implementation and completion.
  • Demonstrated ability to process complex information and present ideas in a pragmatic and compelling manner.
  • Strong active listening, oral, and written communication skills, and the ability to work collaboratively in and across teams. 
  • Deep understanding of the Bay Area, its history, and the realities of the region’s residents - through intellectual, professional, and lived experience – particularly with a clear racial equity lens.
  • Demonstrated abilities to build successful relationships with local leaders and organizations; engage people from diverse backgrounds; and synthesize and articulate (orally and in writing) a wide breadth of information to internal and external stakeholders.
  • Committed to building resilient organizations and providing technical assistance.
  • Intermediate to advanced computer/software skills, including Microsoft 365 (Outlook, Word, PowerPoint, Excel, & Teams) and zoom.  
  • Ability to learn, navigate and manage online platforms, including Fluxx, Qliksense, Smartsheet, Salesforce, and Power Plan

Compensation: The San Francisco Foundation offers a very competitive total compensation package including base compensation in alignment with our organizational budget size and rich medical and fringe benefits offerings.
