General Statement of Duties: To provide administrative oversite, supervision, and guidance to all Harm Reduction and Substance Use Disorder (SUD) Programing. Provide development and implementation for new Harm Reduction and SUD Programming. Network with communities, community groups and agencies in Brockton, Plymouth and surrounding towns as needed to increase and enhance Harm Reduction, Screening and Overdose Education Naloxone Distribution (OEND) services. Work with Program Managers to increase access to Harm Reduction and SUD programming to at-risk populations including people who inject drugs and their sexual partners, men who have sex with men, transgender people, people engaged in sex work, sexual and drug using partners of those who are HIV positive, and other individuals at high risk for HIV/HCV/STI infection using the Harm Reduction Philosophy. Work with Program Managers to reach individuals through Syringe Service Program (SSP), HIV/HCV/STI screening, and OEND services.

Responsibilities:

· Oversee the HIV/HCV/STI Prevention and Screening Program, Harm Reduction, Syringe Services Program (SSP), OEND and SUD programming.

· Monitor, oversee, coordinate, and manage the quantity and quality of services provided by staff and ensure operations meet agency and funding source standards.

· Provide ongoing supervision, support, and training to staff, volunteers, and student interns.

· Attend all meetings, conference calls, trainings, and events required by our funders.

· Develop, update and maintain any CLIA and Special Projects Waivers from MDPH state lab, including all testing, temperature, control and training logs.

· Develop, update and maintain all Testing, OEND, SSP, SUD and Vaccine Policies and Protocols.

· Provide harm reduction training including overdose education and naloxone administration for clients, community partner agencies, and BAMSI staff.

· Collect, analyze, and synthesize Screening, OEND, SSP, SUD data,

· Serve as an in-house expert on harm reduction interventions, keeping up with the latest trends in substance use and related harm reduction needs.

· Create strategies for providing HIV/HCV/STI prevention, education, counseling and testing and opioid overdose prevention to identified priority populations.

· Train, evaluate and document staff proficiency in phlebotomy, HIV pre and post test counseling, risk reduction counseling, street outreach, HIV/HCV/STI education, opioid overdose education, syringe exchange and disposal procedures.

· Provide administrative supervision to direct reports and program staff members as required.

· Initiate and conduct follow-up activities to coordinate ongoing program projection, planning and evaluation of services provided and the impact those services have on clients, including consumer feedback

· Complete all necessary paperwork in a timely and accurate fashion including qualitative and quantitative program reporting and evaluation for BAMSI and MDPH.

· Attend meetings, coalitions, conferences and trainings to expand knowledge of HIV disease and related topics (STIs, Hepatitis C, substance use, harm reduction, etc.). Seek out and be current on new developments, and committees relevant to served populations.

· Foster and maintain positive provider relationships within the community that our populations access or are in contact with (Police and Fire Departments, Healthcare and Treatment Facilities, etc.).

· Maintain, monitor, and order supplies for all screening services, harm reduction, paperwork, and educational materials.

· Establish and maintain a good rapport and harmonious relationships with staff, clients, and other program and community related individuals.

· Perform other related work duties as needed or as required by supervisor or designee.

Qualifications:

· Bachelor’s degree preferred, associate degree in human services field required.

· Degree substituted with a minimum of 5 years’ experience within HIV services, harm reduction and/or relevant SUD services.

· Minimum 1 year of supervisory experience in harm reduction programing required.

· Work experience in Harm Reduction, Substance Use, HIV/AIDS, LGBTQ+, and/or LGBTQ+ Services is required.

· Persons with lived experience, POC and LGBTQIA+-identified individuals strongly encouraged to apply.

· Experience with Harm Reduction Services, Substance Use Disorder Services, HIV services, LGBTQIA+ Services required.

· Demonstrate a level of comfort working with diverse populations including people of color, people who use drugs, people experiencing homelessness, sex workers, LGBTQ+ and/or people recently released from prison.

· Familiarity with harm reduction model and philosophies required.

· Grant writing experience preferred.

· Good organizational and communication skills (oral and written) required.

· Must demonstrate good interpersonal and communication skills and be sensitive to the needs of a culturally diverse populations

· Prior experience working with low income and vulnerable populations

· Proficiency with all Microsoft applications required.

· Resident of or familiarity with Brockton and Plymouth areas preferred.

· Must possess a valid driver’s license in state of residence and own means of transportation.

· Bilingual in English and Spanish, Portuguese or Haitian Creole desired.
