Job DescriptionJob DescriptionCatholic Charities is seeking a Behavioral Health Program Supervisor in our Hartford Behavioral office located in Institute for Hispanic Families.

POSITION SUMMARY

This person reports directly to the Clinical Director of the Institute for the Hispanic Family in Hartford, CT. This person functions as a part of the Behavioral Health administrative/management team and assumes a leadership role with staff in the clinic and a liaison role with other departments. The major responsibilities of the position are providing support and administrative oversight of staff and programs within the behavioral health clinic and providing direct services to a small caseload of clients as well.

Clinically, the individual is expected to provide/supervise services through a co-occurring treatment philosophy which integrates a strength based, client-centered, trauma informed, culturally competent, and recovery oriented philosophy. The person will supervise clinical and case management staff carrying a broad range of cases through which an increasing knowledge of clinical best practice principles and methods, and knowledge of community resources is demonstrated.

Administratively, the individual will provide resource support and oversight of various functions and projects for the Behavioral Health program. Specifically, the individual will be responsible for monitoring productivity and clinical documentation completion, ensuring compliance with contracts and licensing, and participating as needed in applying for and implementing new services.

GENERAL DUTIES AND RESPONSIBILITIES

Provide leadership and resources support in a manner that ensures that clients receive high quality services and the program is consistently compliant with contractual expectations.

Support staff’s implementation of evidence based practice, program policies and procedures (e.g., reports and recording), etc.

Participate in regular administrative team meetings to evaluate and review program issues and services.

Provides supervision for clinical and case management staff

Responsible for hiring, training and performance management of staff

Recommends policy and procedural changes as needed

Monitor and ensure compliance with State and Federal regulations, licensing, and accrediting body (Council on Accreditation) standards for the delivery of clinical treatment. Ensure supervisee compliance with such standards and regulations.

Serve as a member of the IHF leadership team

Ensure that supervisees maintain complete, accurate and necessary documentation at all times, including detailed descriptions of actions taken in critical situations.

Consistently apply agency policies, procedures, organizational structure, and communication protocols.

Evaluate and contribute to improving the organization’s cultural proficiency.

Understand and work within the agency’s budgetary constraints.

Maintain activities and open line of communication with funders, referral sources, community agencies, and other providers.

Advocates for programs and for clients served by one’s program(s).

Provide clinical services to a small caseload, completing documentation on time for billing and meet productivity expectations

Ensure staff meet productivity expectations

Advocate within the agency for ongoing quality improvement, including strategies for enhancing client access, engagement, and retention in treatment.

Understand the agency’s PQI plan and comply with all monitoring, documenting, and reporting requirements.

Develop program goals and objectives and staff development plans that are consistent with the organization’s PQI plan.

Understand and follow agency policies and procedures.

Monitor supervisees’ clinical practice to enhance their competence and ensure their ethical treatment of clients.

Communicate effectively with others in the Behavioral Health department and other departments, as evidenced by collaborative completion of assigned projects and maintenance of positive and productive relationships

Attend to cultural, racial, gender, age, and other diversity variables essential to a productive supervisor-supervisee relationship.

Provide on-call support to the programs as part of a rotation

Accept and carry out other related duties upon request.

QUALIFICATIONS

Must have and maintain State of Connecticut Professional License (LCSW, LPC, LMFT, etc.), masters’ degree in the human services field and five years post graduate experience, three years of which is comprised of clinical practice, and one of which is in clinical supervision. Candidate must meet certification and licensure standards established by the State of Connecticut and the Council on Accreditation.

Bilingual skills (Spanish/English) strongly preferred given our client population
