In this role, you will have the following responsibilities:


Tax Credit, HOME Program, and Housing Trust Fund Auditor:

  • Schedule, coordinate and conduct compliance monitoring for all Tax Credit, HOME, and HTF properties. This includes tenant file reviews, rent and lease reviews, and a physical inspection the property.
  • Work with owner/agents to ensure that appropriate documentation is submitted and approved.
  • Review applicable federal rules, statutes, and directives to determine compliance with program specific requirements.
  • Issue written reports indicating levels of compliance.
  • Conduct follow-up monitoring.
  • Assist in reviewing and approving Annual Occupancy Reports, Rent Increases, Certificates of Continued Compliance and Utility Analysis submitted by Owner/Agents at the end of the year.
  • Help develop and conduct ongoing training and technical assistance to the owner/agents in the portfolio.

Support Activities:

  • Accept and complete special projects as assigned.
  • Assist in identifying issues and making recommendations for improvement in training, policy, and procedural areas pertinent to the department’s operations.
  • Provide backup support as needed and determined by Housing Compliance Manager.
  • Field tenant complaints and concerns to facilitate a resolution

May Perform other additional duties and responsibilities as assigned.


This position can by a hybrid/remote role within the State of Idaho.

Requirements:


Position qualifications required are the following:

  • Graduation from an accredited four-year college or university with a degree in a related field is preferred.
  • Three years’ experience in the administration of federal rental housing programs is preferred.
  • Experience in property management, regulatory compliance, accounting or any combination of experience and education, which demonstrates the ability to perform all functions.
  • Considerable knowledge of the regulations, policies and procedures governing the various Affordable Housing Programs and Fair Housing programs and knowledge of general administrative and business practices.
  • Experience in HUD and IRS housing assistance programs or similar regulatory environment is preferred.
  • Must be knowledgeable in spelling, punctuation, composition, and the appropriate procedures and office equipment including ten-key calculator.
  • Must be able to effectively establish paper and electronic data filing systems.
  • Must be able to communicate effectively both orally and in writing.
  • Ability to follow written and oral instructions; use tact in effective written and oral communications; work independently to schedule, organize, prioritize and complete job responsibilities; makes prudent decisions based upon analysis of information and documentation.
  • Must be able to travel a minimum of 10 weeks out of the year to conduct remote audits and attend training and/or conferences.
  • Ability to maintain effective working relationships with employees, clients, and, customers.
