The Outreach and Enrollment Specialist (Navigator) plays a key role in educating consumers about health plan options. The position provides educational outreach and enrollment services to all consumers. The O/E Specialist is a trusted source for information that provides no cost, fair, and impartial information to help with financial assistance eligibility, and facilitate enrollment in health plans.

Essential Functions…

 

Functional Area:  Enrollment

Estimated Effort: 60%


Responsibilities, Deliverables, Outcomes and Expectations

 

·         Provide enrollment assistance (including but not limited to completing coverage applications, gathering required documentation and troubleshooting the enrollment process) for uninsured children and adults to access subsidized, low-cost and free health insurance programs through the health insurance marketplace, Medicaid and Medicare.

 

·         Provide necessary follow-up, tracking, and data collection to assure continuous enrollment.

 

·         Provide structured patient education on health coverage, engage in follow-up conversations and offer renewal assistance for enrolled individuals.

 

·         Accurately provide required reporting to track goal achievement and client satisfaction.

 

·         Set and meet enrollment goals

 

·         Continue learning through research and finding alternate sources of information

 

·         Learn other resources beneficial to consumers’ health needs

Responsibilities, Deliverables, Outcomes, and Expectations

 

·         Distribute outreach materials to patients, community members, community organizations and businesses to build coverage option awareness.

 

·         Develop, discover, and attend community events in order to promote coverage options and the business to build coverage option awareness.

 

·         Collaborate with various local organizations to build awareness of coverage options, spur enrollment, and build referral linkages.

 

·         Assist in the development and implementation of organizational outreach and enrollment initiatives.

 

·         Actively participate in a variety of coalitions and interest groups to develop relationships with groups involved in Outreach and Enrollment.

 

·         Develop a Marketing Plan for Outreach and Enrollment activities.

Responsibilities, Deliverables, Outcomes, and Expectations

 

·         Identify and prepare a variety of grant applications requesting funding support to specific program objectives and targeted outcomes.

 

·         Attend and successfully complete all required training programs; participate in ongoing conference calls, webinars, and other professional development opportunities.

 

·         Attend meetings, conferences, and training sessions related to the duties of this position and disseminate acquired information to appropriate individuals inside and outside the agency.

 

·         CAC Committee assignments, and other agency service duties as assigned.

 

·         Serves as representative of CAC on assigned outside committees as deemed appropriate.

 

·         Recruit and utilize volunteers to increase program capacity.

 

·         Knowledge of Community Action Programs.


Minimum Requirements…

 

Education: 

High School Diploma or equivalent required. Bachelor’s Degree in Human Services, Social Work, Business Administration, or Health Sciences preferred.

 

Job-Related Experience:

At least 3 years’ previous experience in health care setting; involving state and federal health care programs.

Must possess the ability to speak effectively before groups and actively engage the general public in outreach situations.

Ability to gain knowledge of the health and human services infrastructure, health insurance programs and public coverage options.

Ability to work independently and coordinate multiple tasks.

Must have computer knowledge with Excel, Word, Power Point, and other computer programs.

Ability or organize and manage outreach events.

Able to travel among sites, to events, attend trainings.

Dependable motorized transportation, valid driver’s license, and proof of auto insurance.

Excellent customer service skills.

Work with minimal supervision.

Able to organize work, delegating, and achieving goals/objectives.

Ability to handle confidential information in a professional manner.

Ability to communicate with the general public in a friendly, courteous, and pleasant manner.

Ability to exercise initiative, judgement, problem solving, and decision-making.

Responsible, along with other staff, for keeping the health center, office areas, kitchen, and supply areas clean and orderly.

People Management Experience:

Licenses, Certifications, and Accreditations:

 

Ability to gain Navigator Certification and OSHIIP Volunteer Certification.


Preferred Qualifications…

Supervisory experience preferred.

Experience and knowledge regarding insurance, Medicaid and Medicare requirements preferred.

Preference given to individuals with marketing experience.


Working Conditions…

Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to interact with others in both small and large group settings. Ability to perform extended physical activities such as walking/standing at community events and/or moving and distributing educational materials.
