The City of Crescent City is looking for an Electrical Maintenance Technician 1 or 2 (EMOT 1 or 2). The Electrical Maintenance Technician 2 must be able to perform all essential duties of the Electrical Maintenance Technician.1.

Under general supervision, performs a wide variety of journey level skilled and semi-skilled work pertaining to the installation, operation, maintenance and repair of electrical and mechanical equipment and electronic components of City facilities and infrastructure, including water and wastewater systems, SCADA and telemetry systems, swimming pool, traffic signals and street lighting, and other equipment and machinery; performs general electrical and mechanical construction tasks and maintenance tasks; performs other related work as required.

This position has no supervisory responsibility.

ESSENTIAL FUNCTIONS / KNOWLEDGE, SKILLS & ABILITIES:

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Install, adjust, repair and maintain electronic, electrical, and mechanical equipment, including pumps and motors, instruments and controls, communications equipment, cathodic protection equipment, automatic and power operated valves, building HVAC, lighting and other electrical and mechanical equipment as required;

  • Inspect, maintain, troubleshoot, repair and service facilities, machinery and equipment including, but not limited to, pumps, lift stations, valves, motors, engines, compressors and computerized control systems;
  • Rebuild and overhaul pumps, pneumatic control systems and ventilation blower units;
  • Inspect and calibrate gauges and meters;
  • Perform and or make recommendations regarding a variety of maintenance and repair projects;
  • Install, maintain, troubleshoot, and repair pumps, motors and controls, chlorine equipment, generators, telemetry equipment, and other electrical and mechanical equipment related to the water and wastewater treatment plants and water and sewer pump stations;
  • Troubleshoot, repair, operate and maintain SCADA and other control systems;
  • Monitor and regulate as needed, pumps, control valves, storage tanks, system pressures, chemical dosage/residual, and water quality;
  • Repair and maintain traffic signals, controllers and street lighting;
  • Troubleshoot, repair, operate and maintain swimming pool electrical and mechanical equipment and components;
  • Perform corrective electrical and mechanical maintenance by troubleshooting the cause of malfunctions and making necessary repairs and adjustments;
  • Carry out predictive, preventative and unplanned maintenance tasks;
  • Install and repair general building lighting and electrical and mechanical equipment;
  • Adhere to safety orders and comply with federal and OSHA regulations in all aspects of work;
  • Shall participate in the on-call assignment rotation;
  • Performs other related work as required.

Knowledge of:

  • Electrical and electronic theory, practices, and procedures, including the National Electric Code;
  • Electrical tools, meters, and materials;
  • The operation and repair of pumps, motors, and related mechanical components;
  • The operation and repair of generator sets and transfer switches;
  • Safe work practices and Cal OSHA guidelines as they apply to electrical and mechanical safety; Water and wastewater systems operations and related electrical and mechanical equipment.

  • Apply electrical and electronic theory to test and modify operational electrical machinery, equipment and circuitry;
  • Assemble and test motor-control devices, switch panels, transformers, generator windings, solenoids and other electrical equipment and components;
  • Diagnose the cause of electrical and mechanical malfunction or failure of operational equipment;
  • Perform preventative and corrective maintenance;
  • Troubleshoot and repair electrical and mechanical equipment, including pumps, motors, controls, generators, and other power-driven components; perform basic to advanced plumbing;
  • Troubleshoot, repair and operate SCADA systems, telemetry systems, and other monitoring systems; Read, understand, and interpret a variety of blueprints, schematics and wiring diagrams, electrical and mechanical plans and specifications;
  • Analyze problems and identify solutions;
  • Prepare and maintain accurate and detailed work and operational records and reports;
  • Operate a variety of hand and power tools;
  • Drive and operate trucks and equipment;
  • Establish and maintain effective working relationships with those contacted in the course of work;
  • Keep work areas clean, safe, and organized;
  • Work after hours, on weekends and holidays and on-call as necessary;
  • Follow oral and written directions.

SUPERVISION: This position works under the general supervision of the City Engineer. This position may work under the leadership and training of the Electrical Mechanical Operations Technician III position. This position has no supervisory responsibility.

QUALIFICATIONS:

Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be:

Education and/or Experience:

Education:

  • Possession of a high school diploma or equivalent to the completion of the 12th grade.

Experience:

  • Two years experience and skill equivalent to the electrical journeyman level in the repair and maintenance of electrical and mechanical equipment and circuitry is preferred.
  • Experience and/or training which demonstrates the required knowledge and ability to successfully perform the job duties will be considered in lieu of the preferred experience.

License/Certificate:

Possession of or the ability to obtain a Grade T-1 Water Treatment Operator certification and a Grade D-1 Water Distribution Operator certification issues by the California Department of Health Services within 18 months of appointment; and possession of or the ability to obtain a Grade I Plant Maintenance Technologist and Grade 1 Plant Maintenance Electrical/Instrumentation Technologist certification issued by the California Water Environment Association (CWEA) within 36 months is required.

Possession of or the ability to obtain a Grade 1 Collection System Maintenance Certification within 36 months is required.

Possession of or the ability to obtain the following certifications is desirable: Grade 2 Plant Maintenance Mechanical Technologist and Grade 2 Plant Maintenance Electrical/Instrumentation Technologist certifications issued by the California Water Environment Association (CWEA).

Possession of a valid California driver’s license issued by the State Department of Motor Vehicles or equivalent if a resident of another state. Must have and maintain a satisfactory driving record; must maintain driver’s license in compliance with the City employee driving standards.

PHYSICAL, MENTAL AND COMMUNICATION DEMANDS:

This position requires prolonged sitting, standing, walking, reaching, twisting, and turning, kneeling, bending, squatting and stooping in the performance of daily activities. This position also requires frequently working in confined work spaces and sanitary sewer wet wells.

The position also requires frequent grasping, repetitive hand movement and manual dexterity, with or without reasonable accommodation to operate computers, equipment and hand tools needed to fulfill the essential job duties, grasp and hold writing materials, paper and supplies.

Must possess the mental acuity for independent judgment, decision making, and conflict resolution skills; analyze problems and identify resolutions.

WORKING CONDITIONS:

  • Indoor working conditions may vary from job site to job site. Field work is subject to temperature and humidity variations and can include high wind and rain, heat and sunlight; will have exposure to unpleasant odors, mechanical parts, fumes and moderate noise levels; will work in confined spaces; will require the use of a respirator in the course of work. Must work in sanitary sewer wet wells.
