Position Summary:

DarkStar Intelligence is seeking an experienced defense professional with a strong background in foreign disclosure, international partnerships, and adult education methodologies. The ideal candidate will be responsible for planning, developing, coordinating, implementing, instructing, managing, and maintaining/updating a comprehensive series of courses on foreign disclosure and partner engagements. These courses will align with DIA, COE, and Joint Staff Joint Training Standards. The candidate's expertise will support IA specialists in performing strategic, global, and enterprise-wide information policy coordination for foreign military cooperation, conducting substantive intelligence liaison with partner nations, and developing and managing relationships in accordance with IA leadership guidance, DIA Strategy, OSD policy, and Joint Staff/CCMD plans.

Primary Duties and Responsibilities:
  • Plan, develop, coordinate, implement, instruct, manage, and maintain/update a comprehensive series of courses on foreign disclosure and partner engagements, aligned with DIA, COE, and Joint Staff Joint Training Standards.
  • Deliver training to IA specialists on performing strategic, global, and enterprise-wide information policy coordination for foreign military cooperation.
  • Instruct on conducting substantive intelligence liaison with partner nations on very complex activities.
  • Train on developing and managing relationships in accordance with IA leadership guidance, DIA Strategy, OSD policy, and Joint Staff/CCMD plans.
  • Provide administration, coordination, and execution of key leader engagements and analytical exchanges.
  • Offer Foreign Disclosure (FD) policy expertise as required to enable information sharing activities and continuity of operations.
  • Enable IA specialists to act as subject matter experts in OSD policy governing disclosure of Classified Military Information (CMI).
  • Instruct on assigning and approving DIA foreign exchange officers.
  • Train in negotiating and concluding foreign military agreements.

Minimum Qualifications:
  • Minimum 10 years of DoD/military experience in foreign disclosure, international partnerships, and training/instruction.
  • Experience as a trained and certified instructor.
  • Strong knowledge of DIA, COE, and Joint Staff Joint Training Standards on foreign disclosure and partner engagements.
  • Proficiency in curriculum design, instructional methodologies, and adult learning principles.
  • Excellent interpersonal and communication skills.
  • Current TS/SCI + CI Poly clearance
  • Bachelor's degree in National Security, International Relations, Education, or a related field; advanced degree preferred.
Highly Desired Qualifications
  • Minimum 15 years of DoD/military experience in foreign disclosure, international partnerships, and training/instruction.
  • Experience in INDOPACOM AoR assignments at the operational or strategic levels.
  • Certified experience as a curriculum developer and a DIA instructor.
  • Proficiency in OSD policy governing disclosure of Classified Military Information (CMI).
  • Experience assigning and approving DIA foreign exchange officers.
  • Experience negotiating and concluding foreign military agreements.
